Este manual se confeccionó pensando en el concepto de gestión de pacientes, que se refiere a la tarea de asegurar su recepción y trato correcto como punto de partida para la utilización de los servicios del hospital. Es otra aproximación para contribuir al objetivo de la calidad, ya que se intenta organizar y reforzar todos los momentos de contacto entre el paciente con sus familiares, y el personal administrativo y médico. Estos momentos pueden significar alegría y bienestar, como puede ser un nacimiento, pero en el otro extremo, cabe la tristeza y el abatimiento frente a un fallecimiento. En el espectro que abarca ambas instancias, la circulación de las personas dentro del hospital, puede convertirse en una experiencia despersonalizadora, con obstáculos, maltrato y pérdida de tiempo, o en el mejor de los casos, en una sucesión ágil de trámites en medio de un clima de cordialidad. Como área diferenciada del Departamento Técnico deben lograrse dos objetivos: el ordenamiento de la tarea, y el impacto psico-social de la misma. En esto último, el área de admisión y egresos puede aportar su cuota de contención y soporte a los pacientes y sus familiares. También contribuye al flujo lógico y coherente del paciente dentro del hospital y sus unidades de servicios. Podría decirse que actualmente, la oficina única de admisión es una de las herramientas de gestión indispensables para asegurar la coordinación del tránsito de pacientes en el hospital moderno.
