In Health Insurance and Canadian Public Policy, Malcolm Taylor describes the emergence of Medicare, providing an interesting window into current health care debates. He discusses the seemingly endless series of federal-provincial exchanges and negotiations involving issues of jurisdiction, cost allocations, revenue transfers, and taxing authorities as well as efforts to accommodate opposition from various special interests that would eventually evolve into a system that provided access to adequate health care for all Canadians on the basis of need, irrespective of financial circumstances. - E-bokEngelska, 2011

This volume discusses major taxes paid by business in Ontario, including corporate income and capital taxes, and payroll taxes paid by employers. The papers examine tax levels faced by firms in Ontario, assess these levels relative to other jurisdictions, and consider what impact they may have on business investment behaviour. The authors provide important insights into the taxes they examine. Equally important, they shed light on the constraints that a jurisdiction faces when it considers reforms to the system of business taxation. - Häftad, Engelska, 1993

Comprehensive tax reform must address issues of process as well as the structure of the tax system. The first paper in this volume (by Doern) addresses the process through which tax policy is formulated, its openness (including the important issue of budget secrecy) and recent trends. Considerations of tax expenditures are closely linked to the tax policy process; accounting for tax expenditures more adequately in the budget is the subject of the second paper (Lindquist). The final paper (Thirsk and Bird) assesses earmarking, which has received increasing attention in recent years as an alternative method for allocating revenues. - E-bokPDF, Engelska, 1994

The first paper in this volume reviews and synthesizes the tax incidence literature and presents the results of a microsimulation analysis of total tax incidence in Ontario. The remaining two papers focus more intensely on the upper and lower tails of the income spectrum and how the tax system impacts on these individuals and families. The latter study examines the interrelationships between tax and transfer systems and how they jointly affect the well-being of low-income families. - E-bokPDF, Engelska, 1994

Taxes are not only a means of raising revenues. Governments also used taxes as instruments to achieve other economic and social policy goals. The role of the user fees to achieve greater efficiency in the production and consumption of publically provided goods and services is the subject of the first paper in this volume. The following two papers discuss the role of the tax system in human capital investment and the feasibility and impact of a carbon/energy tax, addressing an important concern of environmental policy. The final paper identifies and estimates existing tax expenditures in the Ontario tax system and discusses the implications of these tax measures. - E-bokPDF, Engelska, 1993

Tax policy is constrained and shaped in various ways by institutional and economic relations between the federal and provincial systems. Papers in this volume focus on several aspects of these relations as they affect tax policy, including the application of equity principles in a federal system, broader tax harmonization questions, federal-provincial tax collection agreements, tax compliance, and economic stabilization policy. - E-bokPDF, Engelska, 1994

The Fair Tax Commission was established in 1991 by the Treasurer of Ontario to provide the government with advice on how to design and implement a more equitable tax system in the province. The commission developed a research program, hoping to inform the public debate on taxation issues while leaving a legacy of studies, data, and other information. A series of publications has been undertaken by University of Toronto Press in cooperation with the Fair Tax Commission to make the research studies available to tax professionals, academics, interest groups, and the general public.
This volume includes papers on a range of issues relating to potential reforms of taxes on individuals. These include factors int he mix between income and consumption taxation, the role of the tax system in individuals'' migration decisions, the choice between the individual and the family as the basic unit of taxation, wealth taxation, sales taxes, and tax compliance and administration.
