Combining normative analysis and theory-driven empirical research in a comparative framework, this volume clarifies and explains the connections between regional international governance, legitimacy and democracy. It focuses on the quality of democracy and the legitimacy of policy making in multilevel regional systems. The volume offers a much-needed clarification of confusing concepts such as legitimacy, democracy and 'civil society' in non-national political systems. It critically assesses the quality of democracy and legitimacy within different Regional International Organizations (RIOs); it examines how networks of non-state actors become a kind of transnational civil society and assesses their potential for solving legitimacy deficits; and it investigates the impact of democratic conditionality in different RIOs. The contributors deepen our understanding of a relatively new non-state actor on the international scene - the regional international organization - and investigate the potential contribution of transnational non-state actors to the quality of governance at the regional level.

This open access book discusses financial crisis management and policy in Europe and Latin America, with a special focus on equity and democracy. Based on a three-year research project by the Jean Monnet Network, this volume takes an interdisciplinary, comparative approach, analyzing both the role and impact of the EU and regional organizations in Latin America on crisis management as well as the consequences of crisis on the process of European integration and on Latin America’s regionalism.The book begins with a theoretical introduction, exploring the effects of the paradigm change on economic policies in Europe and in Latin America and analyzing key systemic aspects of the unsustainability of the present economic system explaining the global crises and their interconnections. The following chapters are divided into sections. The second section explores aspects of regional governance and how the economic and financial crises were managed on a macro level in Europe and Latin America. The third and fourth sections use case studies to drill down to the impact of the crises at the national and regional levels, including the emergence of political polarization and rise in populism in both areas. The present volume uses a comparative regional approach to analyze how permacrisis—an extended period of instability and insecurity—has been experienced and dealt with in the European Union (EU) and Latin America. Written by academicians and policy experts from both regions, the volume has three main objectives. Firstly, it critically evaluates the response of regional organizations and governments in the EU and Latin America to the crises that have shaken these regions in recent years. Secondly, chapters contribute to a better understanding of the promised benefits and risks of digital currencies and fintech more generally to economic growth, financial stability and inclusion. Finally, the volume promotes an understanding of the challenges of permacrisis in both the EU and Latin America, as well as encouraging their cooperation at the multilateral and bi-regional levels. This handbook provides a comprehensive overview of the processes of regional integration and cooperation in South America. It discusses the tradition of regional cooperation and various regional initiatives in South America from the 1960s onwards, despite cycles of progress and setbacks. It analyses country perspectives on regionalism by looking at some of the more active cooperation partners like Brazil, Argentina, Venezuela, Colombia, and also Mexico vis-à-vis South American regionalism. The handbook discusses conceptual topics such as the links between regionalism and globalization, the place of regionalism in South American foreign policies, the geopolitics of regional integration, and the institutional and legal dimensions of South American regional organizations. Finally, it covers the economic, political and social dimensions of South American regional processes.The handbook fills a significant gap in the literature in English by taking a broad, multidimensional and multidisciplinary approach, and covering historical examples and theoretical and analytical perspectives. La necesidad de superar la polarización político-ideológica en la región, establecer vínculos con otras regiones, contribuir en conjunto a la gobernanza global y definir una institucionalidad propia desde distintos modelos de desarrollo constituyen temas centrales de la integración regional latinoamericana en el siglo xxi, los cuales necesitan ser discutidos y comprendidos para poder enfrentar el futuro. Los autores del presente tomo reflexionan acerca de estos temas en siete capítulos resultado de trabajos presentados en el II Congreso Internacional del Grupo de Reflexión sobre Integración y Desarrollo en América Latina y Europa (Gridale), realizado en Buenos Aires, Argentina (marzo de 2021). Reflexionan desde distintas perspectivas teóricas, experiencias de acuerdos de integración y realidades nacionales y subregionales. El planteamiento general es que el estancamiento actual de la integración nos desafía a encararlo con mayor posibilidad de transformación o incidencia mediante una discusión crítica y amplia de esos temas. Ignorarlos no parece haber dado resultados positivos, como tampoco lo han hecho esfuerzos por trasladar al continente americano modelos y propuestas teóricas de otras sociedades que, al no tener continuidad en sus aplicaciones y encontrarse con entornos polarizados y diferentes, no han logrado consenso. ¿Será finalmente la tercera década del siglo xxi el tiempo para pensar y definir un proceso de integración latinoamericana que logre superar simultáneamente distintos escollos? No hay respuesta fácil a esa pregunta, pero este libro intenta ayudarnos a pensar en conjunto cómo hacerlo y nos convoca a mirar el futuro con una visión renovada.
