The two engines of growth - export on a scale never before witnessed and massive infrastructure investments - are reaching the point of diminishing returns. This poses the central question which is explored in this book - can China escape the middle-income trap? Assuming current political arrangements remain unchanged and that it does not or cannot adopt Western sociopolitical economic regimes, can China develop an indigenous growth model centered on innovation? Policy Sciences presents the framework of situational normativism, a descriptive-normative methodology by which the components of policy sciences may be pragmatically integrated and applied to real decision problems. The uniqueness of this approach derives from the integration of behavioral, political, and social considerations with a broad range of systems and quantitative methodologies. Furthermore, this approach encompasses specific considerations of implementation, political feasibility, and organization redesign. Organized into three parts, this book begins with an overview of policy sciences followed by a description of the adaptive analytical framework of situational normativism. Policy making is considered as a process of adaptation and a policy-making system generally composed of two or more coupled policy makers, each of whom is viewed as an adaptive purposeful system, is described. The last part consists of nine original cases that demonstrate the application of specific methodologies to real-world problems within the framework of situational normativism. Three of the case studies focus on the zoning decision process in the city of Pittsburgh; the use of a Delphi procedure to isolate and define the influential goals of an organization; and national policies toward foreign private investment. This monograph is intended for senior undergraduates and graduates taking a course in policy sciences and inter-organizational decision making and similar courses.

This book serves as an introductory volume to Yair Aharoni's remarkable impact on international business (IB) research. Most IB researchers will be familiar with at least one aspect of his work, but relatively few will be familiar with his broader body of work, as it spans so many of the issues addressed today in IB and strategy. This book aims to introduce readers to the depth and breadth of his impact.Unquestionably a founder of the IB field, over the course of his long career, Aharoni influenced its earliest development and, driven by a deep connection to policy and managerial practice, continually challenged conventional thinking on IB and strategy. He generated seminal insights into many aspects of why and how firms internationalize, including managerial decision-making processes, the strategies employed by state-owned enterprises, the interaction between firms and governments, and the foreign expansion of firms — including small- and medium-sized enterprises (SMEs) and those operating in the service sector — based in small and open economies. His research contributed to several salient research directions, including the behavioral theory of the firm, emerging-market multinationals, international entrepreneurship, the service economy, and non-market strategies.Aharoni was also an influential educator, having served as the founding dean of two top business schools in Israel. He was deeply engaged with the Israeli business environment — particularly senior executives of start-up companies — and a highly-valued advisor to the Israeli government. In honor of these contributions, Aharoni was the first management scholar in Israel, to be awarded the prestigious Israel Prize in 2010. Few scholars have had such meaningful impact on research, practice, and policy.
