Since the 1997 Asian financial crisis, East Asia has implemented a number of initiatives designed to strengthen monetary and financial cooperation, bolstering the region''s resilience to economic and financial vulnerabilities. One such initiative is the ASEAN+3 Information Exchange and Policy Dialogue, which includes development of early warning systems (EWS) for financial crises. This book examines efforts to develop EWS models. Specifically, the book analyzes the current understanding of the causes of currency and banking crises, describes recent progress in developing and applying EWS models for currency and banking crises, reviews methodolgical issues, assesses the predictive power of EWS models and also highlights areas where further research is required to make these models more effective tools for policy analysis. The case studies apply both parametric and nonparametric approaches to EWS modleing using data from six East Asian countries.

This second part of a two-volume set provides a background and overview to the issues surrounding the monetary and financial co-operation in East Asia. The volume traces the increased interest in regional monetary and financial co-operation and the resulting initiatives such as the ASEAN Surveillance Process, the ASEAN+3 Finance Ministers Process including its Chiang Mai Initiative of 2000, the Manila Framework Group, and the Asia-Europe Finance Ministers Process, to name a few. These developments in some ways represent a significant break from the past. Going forward, the key challenge is how to set priorities and sequence developments so as to smooth the path to a new regional financial architecture.

Asian-Pacific countries have made significant efforts to address weaknesses in their procurement frameworks and practices. To support these efforts and to assist the ADB/OECD Anti-Corruption Initiative's 28 member countries in strengthening their public-procurement mechanisms, the Initiative conducted a Regional Seminar on Fighting Bribery in Public Procurement in November 2007. This volume compiles the experience that experts from Asian and Pacific countries - as well as beyond the region - shared during the seminar. It is addressed to policy makers and experts who wish to learn from other countries' experiences in strengthening frameworks to protect public procurement from bribery and corruption risks.

Bribery is bad for business, so why do businesses continue to bribe? What roles do business, government, and civil society have in the fight against corruption - and notably in the fight against bribery in business? The 6th Regional Anti-Corruption Conference for Asia and the Pacific gathered experts from countries and jurisdictions of Asia and the Pacific, OECD member countries, leading enterprises and businesses associations, civil society, and development partners to respond to these questions and to share their experiences in fighting bribery in business. The conference, organized by the ADB/OECD Anti-Corruption Initiative for Asia and the Pacific in late November 2008, explored (i) possible drivers and incentives for anti-corruption reform; (ii) the role of criminal law standards and corporate compliance mechanisms; (iii) the risks and countermeasures against private-to-private corruption; (iv) preventing and managing conflicts of interest; (v) international initiatives to counter bribery; (vi) how development partners can become involved in the fight against bribery and corruption. This book presents the proceedings of the conference.

This book demonstrates some of the pitfalls associated with services liberalisation but recommends perseverance and even acceleration of the reforms. Contributors call for orderly and rapid progress towards regional integration of the services sector, based on the gradual removal of the barriers to competition. The benefits will be increased FDI flows and domestic investment, with a subsequent contribution to growth and poverty reduction. Rapid globalisation has brought substantial benefits to developing Asia, but it has also heightened the risks associated with policy mistakes, weak financial institutions, and problems in corporate and public governance. Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus - as well as improved policies and institutions - are needed to address the persistent poverty problem in some regions and among some social groups. Agricultural and medical biotechnology hold tremendous promise but also bring with them new risks and concerns that need to be addressed before their full potential can be realised. New information technologies are only beginning to diffuse widely in developing Asia and the Pacific, but ultimately these too can have profound impacts on the lives of the poor, empowering them with access to information that once was the preserve of the privileged few.

Achieving Financial Stability in Asia sets out to identify the elements which could restore confidence to the countries of the region and stabilise financial flows on a global basis. Thus, measures must be taken which include improving public and corporate governance, strengthening democracy and improving the efficiency of regulatory institutions. At the same time, emerging economies ought to be given a greater measure of participation in international regulatory bodies, so that any solutions proposed to dampen the volatility of financial flows might take their interests and opinions into account. This book reflects the contributions to the fifth edition of the International Forum on Asian Perspectives, which was held in Paris in June 1999. The Forum was created by the Asian Development Bank and the OECD Development Centre as an annual meeting place of ideas and strategies from Asian countries and from the OECD region. The aim of the Forum is to create an area where the knowledge bases of the partners can be combined to exploit their specific advantages in the search for solutions to the economic problems of Asia. The Forum also includes an open meeting where these ideas can be tested in front of a wide audience of people from the worlds of politics, administration, academia, the media and business.

Two-thirds of the world's poor live in Asia. The major objective for the region, therefore, must be to reduce poverty. It has become clear in the wake of the crisis that the public sector can no longer shoulder the burden of financing pro-poor growth alone. At the same time, it is also clear that official aid flows throughout the world, and particularly in Asia, have been declining since the middle of the 1990s. Therefore, the private sector must be encouraged to provide at least part of the financing. This is the major message of the book. Two ways of achieving this are proposed. One is to attract more foreign direct investment and portfolio investment, rather than to rely on borrowing, to reduce financial vulnerability. The other is to promote partnerships between the state and the private sector, rather than simply to privatise the more lucrative branches of publicly owned and operated services. This book, co-edited by the OECD Development Centre and the Asian Development Bank, presents an original and comprehensive approach to the problem of obtaining support for maintaining development projects in the wake of the global financial crisis. The book brings together varied and complementary opinions from participants -- from the worlds of business, finance, government, academia and the media -- in the sixth annual International Forum on Asian Perspectives, held in Paris in July 2000. Sustainable Recovery in Asia: Mobilising Resources for Development constitutes a reference work on Asia and provides an excellent basis for policy advice for governments and policy makers.

Having made impressive progress in widening access to basic education, Indonesia must now consolidate these gains and develop an education system that will support better the needs of a rapidly emerging economy in its transition towards high-income status. This report provides guidance on how Indonesia can rise to this challenge. It highlights three main policy directions which, pursued together, would help Indonesia advance on the path towards stronger growth and more inclusive and sustainable development. The first priority is to raise the quality of education and ensure that all learners acquire the skills they need to succeed in life and work. The second goal is to widen participation, requiring a concerted effort to improve access for disadvantaged groups and expand provision beyond the basic level. The final challenge is to increase efficiency, with a more data-driven approach to resource allocation, better tailoring of provision to local needs, and stronger performance management.

Les deux tiers des pauvres de la planete vivent en Asie. L'objectif premier de toute politique de developpement dans cette region doit donc etre de reduire la pauvrete. Government at a Glance Southeast Asia 2019 is the first edition in the Government at a Glance series for the region. It provides the latest available data on public administrations in the 10 ASEAN member countries: Brunei Darussalam, Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam. This publication includes indicators on public finance and economics, public employment, budget practices and procedures, strategic human resources management, digital government, open government and citizen satisfaction with public services. Where possible, these data were compared against the OECD average and that of the neighbouring OECD member countries, such as Australia, Korea, Japan and New Zealand. Each indicator in the publication is presented in a user-friendly format, consisting of graphs and/or charts illustrating variations across countries and over time, brief descriptive analyses highlighting the major findings conveyed by the data, and a methodological section on the definition of the indicator and any limitations in data comparability.

The 2009 ADB Perceptions Survey gauges stakeholders'' perceptions of ADB''s mission to help reduce poverty and contribute to development in Asia and the Pacific. The survey, the second of its kind since 2006, was carried out among 900 opinion leaders in 31 member countries, drawn from a broad cross section of stakeholders in government, media, civil society, academia, the private sector, and development partners. Key findings reveal that stakeholders strongly acknowledge ADB''s impact on development. A considerable majority of stakeholders view ADB as a trusted, reliable, and competent organization with excellent knowledge of the region. ADB also received high marks for its work in improving infrastructure and supporting regional economic cooperation and integration. At the same time, stakeholders believe that ADB could improve its performance in the areas of bureaucracy, speed, and project execution and monitoring, while doing more to strengthen governance and gender equality.

Carbon footprint is a tool commonly used to describe the total amount of carbon dioxide and other greenhouse gas emissions for which an individual or organization is responsible. ADB''s South Asia Department (SARD) carried out this study to explore possible approaches and methods to calculate the carbon footprint from its road activities and their total contributions on SARD''s overall activities in India. India was selected for this study because it represents all types of SARD activities (highways, national roads, and rural roads) and the project locations range from urban to rural areas with different ecological conditions. A model of calculating carbon footprint---construction, operation, and maintenance---of road projects was developed, and this model was tested and presented using data from SARD projects in India.

This publication suggests solutions that can be built into the design of urban development projects undertaken by the Asian Development Bank (ADB) to address the common problems and grievances of the urban poor, and to improve urban governance overall. It also identifies successful or promising community-based approaches to dispute resolution that can be useful in urban project design. It uses ADB''s Governance policy as a framework for analyzing key findings of Access to Justice for the Urban Poor, a regional technical assistance grant to four developing member countries in Asia and the Pacific---Bangladesh, Indonesia, the Philippines, and Thailand. The findings consist of case studies illustrating typical problems encountered by the poor in connection with access to urban assets and services, and identifies the types of grievances or disputes that may arise because of these issues. The publication reproduces key case studies to illustrate significant concepts.

The East–West Economic Corridor (EWEC) was launched in 1998 as a flagship initiative of the Greater Mekong Subregion. EWEC has since achieved many of its infrastructure targets and must now be transformed from a transport corridor into an economic corridor. This report reviews and updates the Pre-Investment Study for EWEC conducted in 2001. It consolidates the interests and concerns of stakeholders into a revised and updated strategy and action plan to provide a vision and framework, improve coordination, and assist in mobilizing resources for EWEC development. Preparation of this revised and updated strategy and action plan for EWEC involved a series of consultations with government officials of EWEC countries and representatives of the private sector, nongovernment organizations, and development partners. These consultations culminated in a regional workshop held on 24 April 2009 in Khon Kaen, Thailand. The revised and updated strategy and action plan for EWEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

The North-South Economic Corridor (NSEC), one of the priority economic corridors under the Greater Mekong Subregion (GMS) Economic Cooperation Program, was designated as a GMS flagship initiative in 2002. Efforts have been taken since then to develop NSEC but these were pursued mainly on a project-by-project basis. Consultations in NSEC countries were started in the last quarter of 2007 to initiate a holistic approach to the development of NSEC. The strategy and action plan for NSEC is the product of these and subsequent consultations with government officials, representatives of the private sector, and other stakeholders in these countries. Besides providing a vision and framework for developing NSEC, this strategy and action plan is aimed at improving coordination, ensuring effective implementation, and helping the mobilization of resources and the broadening of support for NSEC development. The strategy and action plan for NSEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17-19 June 2009.

The road transport subsector tends to be vulnerable to risks. This is due to large budgets that often comprise a sizable percentage of a country''s national budget (20%-30%), an unclear strategic vision, nontransparent policy decisions that lead to inappropriate priorities, procurement contracts for goods and services that lend themselves to corruption, and political interference. Additional factors include weak business processes and control systems, weak capacity of subsector agencies, and fragile links across agencies and stakeholders. This guidance note aims to explain key features of the road transport subsector and identify entry points for mapping governance risks.

The report provides important lessons for donor agencies, for Nauru and the RMI, and for other Pacific island nations that mainly live off aid and other rents. The lessons concern what has gone wrong with governance and why, and what can be done to improve governance under existing conditions. The three pilot projects described show that by taking transparency directly to the people, donors can help create more favorable conditions under which local citizens themselves can more readily press for reform. Whether the modest gains achieved in the pilot projects will prevail remains to be seen, but in all three cases, the future looks more promising than the past.
