"There are two schools: one that sings the sheen and hues, the necessary pigments and frankincense while the world dries and the other voice like water that seeks to saturate, erode, and boil . . . It ruins everything you have ever saved."Spill is a book in contradictions, embodying helplessness in the face of our dual citizenship in the realms of trauma and gratitude, artistic aspiration and political reality. The centerpiece of this collection is a lyrical essay that recalls the poet's time working at the Federal Penitentiary at Lewisburg in the 1960s. Mentored by the insouciant inmate S, the speaker receives a schooling in race, class, and culture, as well as the beginning of an apprenticeship in poetry. As he and S consult the I Ching, the Book of Changes, the speaker becomes cognizant of other frequencies, other identities; poetry, divination, and a synchronous, alternative reading of life come into focus. On either side of this prose poem are related poems of excess and witness, of the ransacked places and of new territories that emerge from the monstrous. Throughout, these poems inhabit rather than resolve their contradictions, their utterances held in tension "between the hemispheres of songbirds and the hemispheres of men."

"The Other Lover" is a collection of bittersweet American love poems. Writing with jazz-like verbal panache, Bruce Smith reaches for the paradoxical pulls between sweetness and bitterness. With carefully crafted rhyming stanzas and unpredictable free verse rhythms, these poems bristle and pop like riffs of a virtuoso hornplayer. The book is a personal, passionate, disturbing collection that places the reader both inside and outside the poet's life. Deftly filtering personal experiences through improvisatory structures and a wide range of idioms, Smith communicates the want, the lack, the desire for what is missing, the sweetness of absence and pain. The pleasure of "The Other Lover" is in the imagination's dance in the erotic spaces between the poet and the reader.

'Devotion: Guitar': From Tuscaloosa west to Mississippi then north to Memphis through country as unmusical as I was unloved by the decorous ardor of the South and the voice of one whose griefs were Cherokee, absentee, left in the Chevy and secret. She didn't love my love like Shiva's everywhere and blue and many-handed, some with knives and some with billet-doux. She wouldn't sacrifice the better judgment I'd want of her. Like stopped clocks (black hands, white faces) the geographic cure was true two times a day. All time else I was wrong and blued like the notes of the guitar, drum, saxophoned songs I was receiving: a magnet wound around a steel coil - a Les Paul - the quavers I converted to an electric boil that simmered into the sweet, fry-oil air. I can be mortified anywhere, everywhere. In the hands of Bruce Smith, devotions are momentary stops to listen to the motor of history. They are meditations and provocations. They are messages received from the chatter of the street and from transmissions as distant as Memphis and al-Mansur. Bulletins and interruptions come from brutal elsewheres and from the interior where music puts electrodes on the body to take an EKG.These poems visit high schools, laundromats, motels, films, and dreams in order to measure the American hunger and thirst. They are interested in the things we profess to hold most dear as well as what's unspoken and unbidden. While we're driving, while riding a bus, while receiving a call, while passing through an X-ray machine, the personal intersects - sometimes violently, sometimes tenderly - with the hum and buzz of the culture. The culture, whether New York or Tuscaloosa, Seattle or Philadelphia, past or present, carries the burden of race and 'someone's idea of beauty.' The poems fluctuate between the two poles of 'lullaby and homicide' before taking a vow to remain on earth, to look right and left, to wait and to witness.

An inside look at working with the majestic elk-and the controversies surrounding their conservation.

Contrary to popular belief, the problem with U.S. higher education is not too much politics but too little. Far from being bastions of liberal bias, American universities have largely withdrawn from the world of politics. So conclude Bruce L. R. Smith, Jeremy Mayer, and Lee Fritschler in this illuminating book. C losed Minds? d draws on data from interviews, focus groups, and a new national survey by the authors, as well as their decades of experience in higher education to paint the most comprehensive picture to date of campus political attitudes. It finds that while liberals outnumber conservatives within faculty ranks, even most conservatives believe that ideology has little impact on hiring and promotion. Today's students are somewhat more conservative than their professors, but few complain of political bias in the classroom. Similarly, a Pennsylvania legislative inquiry, which the authors explore as a case study of conservative activism in higher education, found that political bias was ""rare"" in the state's public colleges and universities. Yet this ideological peace on campus has been purchased at a high price. American universities are rarely hospitable to lively discussions of issues of public importance. They largely shun serious political debate, all but ignore what used to be called civics, and take little interest in educating students to be effective citizens. Smith, Mayer, and Fritschler contrast the current climate of disengagement with the original civic mission of American colleges and universities. In concluding, they suggest how universities can reclaim and strengthen their place in the nation's political and civic life.

Just after the close of World War II, America's political and scientific leaders reached an informal consensus on how science could best serve the nation and how government might best support science. The consensus lasted a generation before it broke under the pressures created by the Vietnam War. Since then the nation has struggled to reestablish shared beliefs about the means and goals of science policy. In American Science Policy Since World War II, author Bruce L. R. Smith makes sense of the break between science and government and identifies the patterns on postwar science affairs. He explains that what might otherwise seem to be a miscellaneous set of separate episodes actually constituted a continuing debate of national importance that was closely linked to broad political and economic trends. Smith's precise and unique analysis gives both the scholar and historian a better understanding of where we are and how we got there while casting a modest light on future policy directions.

The importance of the financial system in economic development has been frequently neglected by analysts and poorly understood by policymakers. Are there policy reforms, or any particular sequence of reform measures, that will contribute to the successful functioning of the financial system and thus spur long-term economic growth? What kind of regulatory changes are appropriate as countries move toward financial liberalization and as government development banks decline in importance compared to private banks and nonbank financial institutions? What broad lessons can be discerned from the experience of financial reform in Asia and Latin America for the transitional countries of Russia and Eastern Europe? The world's financial system has been buffeted in recent years by the crisis in the U.S. savings and loan industry, the implosion of the Japanese "bubble economy" of the late 1980s, the Mexican peso crisis, and other events. The experience of Western nations in adapting to financial liberalization can provide useful insights for the many countries embarking on a course of market reforms and beginning to build the financial infrastructure for a market economy. This volume analyzes the recent financial reforms and reform strategies in Asia, Latin America, Eastern Europe, and Russia. The chapters draw on the extensive practical experience of the authors and reflect the most recent empirical research in the field. The contributors are Gerald Caprio, Jr., Dimitri Vittas, and Ross Levine, the World Bank; David C. Cole and Betty F. Slade, Harvard Institute for International Development; Maxwell J. Fry, University of Birmingham at Edgbaston; Claudio Gonzalez-Vega, Ohio State University; Stephan Haggard, University of California, San Diego; R. Barry Johnston, International Monetary Fund; Philip A. Wellons, Harvard Law School; Lawrence J. White, New York University; and Alison Harwood.

""How and how much should we seek R&D knowledge to pursue 21st century human and economic goals? The valid options are clearly presented here with incomparable diversity and depth of thought.""—Robert W. Galvin, Motorola, Inc.What are the links between technology and the economy? How much does research and development contribute to economic growth and productivity? In 1972, the National Science Foundation sponsored an historic colloquium on research and development and economic growth/productivity. At that time, the entire field of inquiry was in its infancy. Since then, a great deal of research has been devoted to the subject. This authoritative volume revisits the themes of the original conference and summarizes the contributions of research to the economy and society since that time.In this volume, some of the nation's most distinguished economists and science policy specialists assess the current state of knowledge and note the advances since the initial colloquium; examine recent contributions in light of the heightened awareness of the complexity of the R&D process and the increased international competition in many high-technology sectors; and review the broader implications of the contributions of research in areas such as education, health, the environment, and quality of life. They present a broad and up-to-date summary of how R&D and innovation contribute to economic growth and society. Their essays address such issues as the contributions of targeted national research investment, the differences in social and private rates of return from research, the appropriate mix of public and private support for research, and other critical issues. While the book authoritatively answers many questions, new analytical and policy puzzles have arisen. As the nation moves into a new era, the context and assumptions underlying the research system have undergone a transformation. The future roles of industrial research departments, national laboratories, and research universities will be subject to intense debate and scrutiny. This volume presents compelling evidence of the continuing importance of research and technology to vital national goals. In addition to the editors, the contributors are Michael J. America's governing system is unique in the extent to which scientists and other outside experts participate in the policy process. This wide-ranging study traces the rise of scientists in the policy process and shows how outside experts interrelate with politicians and administrators to produce a unique and dynamic policy process. It also shows how the very openness of American government creates the potential for unusual conflicts of interest.Bruce L. R. Smith focuses on the experiences of agency and presidential-level advisory systems over the past several decades. He chronicles the special complexities and challenges resulting from the Federal Advisory Committee Act-the ""open meeting"" law-to provide a better understanding of the role of advisory committees and offers valuable lessons to guide their future use. He looks at science advice in the Departments of Defense, State, and Energy; the National Aeronautics and Space Administration; the Environmental Protection Agency; and then examines how science advisory mechanisms have worked at the White House.Rather than simply providing a description of structures and institutions, Smith shows the advisory systems in action—how advisory systems work or fail to work in practice. He analyzes how the advisers influence the policymaking process and affect the life of the agencies they serve.Smith concludes with an assessment of the relationship between science advice and American democracy. He explains that the widespread use of outside advisers clearly reflects America's preference for pluralism. By scrutinizing agency plans, goals, and operations, advisers and advisory committees serve a variety of functions and attempt to strike a balance between openness and citizen access to government and the need for discipline and sophisticated expertise in policymaking. At the root of the advisory process is a paradox: scientists are called on because of their special expertise, but they are useful only if they learn to play by the rules of the political game. The Challenge to the nation is to reconcile the integrity of science with the norms of democracy.

A behind-the-scenes account of American foreign policymaking in the late twentieth centuryTom Hughes, assistant secretary of state for intelligence and research, made an ominous prediction in 1965. In a seminal but less well-known document of the Vietnam War, Hughes predicted that the Democratic Party and the national consensus underlying the nation''s foreign policy would break apart if the war escalated.Hughes drafted the memo for his friend and fellow Minnesotan for whom he had previously worked as legislative counsel, Senator Hubert Humphrey. Humphrey had just been elected Vice President. The memo called on President Johnson to seek negotiations to end the war, but clearly failed to persuade him.Tom Hughes saw his prediction come true.Hughes served in the State Department through 1970 and then for 20 years as president of the Carnegie Endowment for International Peace. He worked to reestablish a professional, bipartisan foreign policy for the United States and to make the foreign service more open and democratic. He also built the Carnegie Endowment into the nation''s leading foreign policy think tank, and he remained influential in foreign policy circles. In this impressive biography, Bruce L. R. Smith tells the story of this remarkable life, which also reflects much of the story of America in the last half of the twentieth century.Through the eyes, diary, and notes of a key participant, the book provides a contemporaneous perspective on such major events as the Bay of Pigs fiasco and the CIA''s Operation Mongoose against the Castro regime, the Cuban missile crisis, Vietnam, and the elections of the 1960s. This book is a firsthand, behind-the-scenes account of the people who dealt with the great issues and made critical life-and-death decisions for America during the cold war.

With the expansion of HV DC transmission throughout the world, and the increasing numbers of international interconnections, few power systems can continue to escape the effect of this technology in their planning and operation. The primary subject of this book is the incorporation of AC-DC converters and DC transmission in power system analysis. However, the concepts and methods described are also applicable to the FACTS (flexible AC transmission systems) technology. As well as conventional power flows, faults and stability, the book describes the simulation of power system steady-state waveform distortion and transient behaviour. The modelling of power electronic devices in electromagnetic transient programs is given prominence, as these programs have become the 'workhorse' of power system design. This graduate-level text should be of interest to practising engineers and researchers involved in the solution of modern power system problems. It will also be a useful reference for advanced electrical engine ering students.
