Las democracias, para mantener su vitalidad, requieren ser permanentemente evaluadas y revisadas, siendo su sistema electoral una pieza clave. En estas páginas el lector encontrara algunas reflexiones sobre el sistema venezolano, a la luz de lo ocurrido en los comicios de diciembre de 2015. El Observatorio Electoral Venezolano convocó a personas de competencia probada para que abordaran un amplio menú de temas: actuación de los poderes del Estado en procesos electorales; sistema de voto electrónico; violación a la representación proporcional; nombramiento de rectores del Consejo Nacional Electoral; tránsito del clientelismo a la ciudadanía democrática; observación internacional; aspectos jurídicos y políticos del actual marco normativo electoral; estrategia comunicacional de organismos estatales en campañas. El conjunto entonces busca contribuir con un amplio debate nacional que permita remodelar la institucionalidad electoral de acuerdo con lo establecido en la Constitución: "los órganos del Poder Electoral garantizarán la igualdad, confiabilidad, imparcialidad, transparencia y eficiencia de los procesos electorales, así como la aplicación de la personalización del sufragio y la representación proporcional" (art. 293).
