Pindar sings of successful athletes in his victory odes. But what part does the poet ascribe to people themselves in their success, but also in their failure? This book examines the role played in Pindar's view of man by factors such as natural disposition, the willingness to learn, one's own attitude and, last but not least, divine help. Comparisons with and recourse to Aristotle's reflections on dynamis and energeia prove to be particularly revealing and productive. On the one hand, this makes it possible to reveal factual connections and distinctions in Pindar's poetry, for which Aristotle first developed the terms. This reveals that the Songs of Victory are based on a performance ethic that makes Pindar an astonishingly contemporary poet. On the other hand, it can be shown in this context how the archaic poet Pindar and the classical philosopher Aristotle draw on common, widespread insights and models of thought and convey and develop these in accordance with the demands of their specific art form.

Die Vermutung, dass Schule und Sozialarbeit mehr miteinander zu tun haben, als die Bezeichnung Schulsozialarbeit nahe legt, bildet in gewisser Weise den Ausgangspunkt dieser Arbeit und zeigt zugleich den inneren Widerspruch der Thematik selber an. Die Arbeit hat am Pädagogischen Institut der Universität Zürich ihren Anfang genommen und wurde während einer Anstellung am Soz- logischen Institut zu Ende geführt. Dies verweist auf ihre disziplinär uneindeu- ge Zuordnung, die sie wohl in der Pädagogik als eher soziologisch und in der Soziologie als eher pädagogisch erscheinen lassen mag. Diese Widersprüchli- keiten machen sowohl die Faszination des Themas aus, wie sie zugleich auch dessen Bearbeitung zu einem Unterfangen machten, dessen Ausgang über weite Strecken alles andere als gesichert erschien. Umso wichtiger war es für mich, dass ich auf Unterstützung und Anregung in ganz unterschiedlichen Formen zählen konnte. Ich möchte deshalb an dieser Stelle all jenen danken, die zu d- ser Arbeit beigetragen haben. Mein Dank geht zunächst an Professor Dr. Peter- Ulrich Merz-Benz, der als Doktor-Vater die so zwischen den Fächern anges- delte Arbeit unterstützte. Ebenfalls danken möchte ich Professor Dr. Reinhard Fatke, in dessen Seminar im Sommersemester 1998 ich mich erstmals vertieft mit der Problematik beschäftigte und der mich zu dieser Arbeit ermutigte. Introduction Die EU braucht eine Pause zur Besinnung, zur Selbstfindung, zur Konsolidierung. By proclaiming that the European Union (EU) needs a break for reflection and consolidation, Egon Bahr, who has been an intimate and consultant of the former German chancellor Willy Brandt as well as one of the most important German politicians as far as foreign policy is concerned, is pointing at a major problem of the before said institution. Since the EU enlargement of 10 new states has taken place at the 1st of May 2004, the problem which has been addressed before is even more up to date. Especially the recent argumentation about a common constitution, which is overdue to both providing a proper legal capacity as well as a capability to act, has been proofing that the EU is still far away from a strong, functioning political union. But how is it possible to create such a proper union consisting of 25 members, and most probably 27 by the year 2007, consisting of basically national states being still heavily occupied with dealing with their own backgrounds especially if one has a closer look the former communist states? Is there any strategy of the lowest common denominator of policy advice or do one have to identify the (communist) past in relation to present developments ?Facing this problem, the main purpose of this analysis will be an evaluation of different political transition theories and rating strategies which have been particularly taken into account by the former states behind the iron curtain. Finally this work is aiming at a probably existing connection between a successful political transition and a deeper integration into the European Union. For that reason the first part will give an overall view about the transition issue in general followed by the most relevant transition theories and methods of rating democratic stability thereby mainly focusing on political changes. Since the analysis is only concerning countries gathering the EU, the next part will deal with peculiarities regarding the main political criteria for entering the before mentioned union. The last part should provide a conclusion about the success resp. failure of the scrutinized theories as well as the ongoing European integration.

IntroductionAfter having discussed major theoretical approaches regarding political transition as far as post-communist countries are concerned in the first stage, it is due to fill this theoretical framework with examples and figures. Being aware of some common steps every country, which finds itself in a transitional process, has to undertake in order to establish a functioning democracy, the theory also shows that the course as well as the success towards the before said goal might be completely different. Against this background, the main aim of the current research is a comparison of three former communist states, namely Estonia, Czech Republic and Romania, regarding their progress of the transitional process up to the present moment, thereby mainly focusing on political aspects. In doing so, one has to realise that the evaluation of political transition is much more complicated than assessing economical transition for example, because neither success nor failure of can be just displayed in figures as it might be possible for economical issues. However, theory has been proofing that one can not assess developments of countries in transition while only focusing on economical outcomes. Even the neo liberal hardliner and American scientist and philosopher Francis Fukuyama has been admitting in his recent publication States-Building , that creating states under the rule of law is even more important than free markets . In respect to that, this work tries to use the few measures existing in order provide an objective comparative analysis. In addition to that it should be evaluated in what way the opportunity to join international organisations (NATO and especially the European Union) has been boosting political transition in the above mentioned countries. Moreover it should be found out whether there is a connection between successful transition and deeper European integration. For that matter, the first part compares general developments of political transition. The second part is analysing developments of the three countries regarding their way towards NATO and EU accession, which has in fact both become reality for Estonia and CR. The last part tries to provide a conclusion about the outcomes of the (political) transition process as well as to point out remaining problems which are still due to resolve.
