A homage to the late, great scholar of war, exploring his considerable legacy and engaging with questions of conflict and strategy in the same spirit. From the collapse of the Soviet Union and the ‘end of history’ to the rise of Islamist terrorism and the onset of the ‘war on terror’, and now finally a return to great power politics—the last thirty years have been some of the most unsettled in a generation or two. Through it all, Professor Christopher Coker’s thinking on war and strategy was among the most original and insightful. His impact on the contemporary understanding of conflict cannot be overstated.Through his twenty-seven books, Coker’s ideas—and his captivating writing—have influenced politicians, generals and generations of scholars. This volume is an extended examination of the man and his oeuvre, written by those who worked with him, learned from him, and were intellectually inspired by him.Leading scholars will examine the implications of emerging technology in warfare; the challenges of war in an era of terrorism; the humanitarian dimension of war; and notions of war as risk management. In a homage to Coker’s engagement with literature and philosophy, additional chapters will explore how we write about war, the role or meaning of human nature in war, and the tragic in war.

Civil-Military Cooperation (CIMIC) is the relationship between militaries and humanitarians. Largely conducted in post-conflict environments, CIMIC has become a key characteristic of military operations in the twenty-first century. However, the field is mostly understood through stereotype rather than clear, comprehensive analysis. The range and scope of activities which fall under the wider rubric of CIMIC is huge, as are the number of differing approaches, across situations and national armed forces. This book demonstrates the wide variety of national approaches to CIMIC activities, introducing some theoretical and ethical considerations into a field that has largely been bereft of this type of debate. Containing several case studies of recent CIMIC (in the Balkans, Afghanistan, and Iraq) along with theoretical analyses, it will assist scholars, practitioners, and decision-makers become more aware of the 'state of the art' in this field.Civil-Military Cooperation in Post-Conflict Operations will be of much interest to all students of military studies, humanitarian operations, peace operations and security studies in general.

International terrorism and the ‘war’ against it have come to define the age in which we live. The threat of terrorist attacks and the measures taken by governments around the world to prevent such atrocities are now part of our daily lives. But what exactly do we mean by global terrorism? Why does it occur? And, most importantly, what can be done about it? This book explores global terror from a range of perspectives – from the impact of terrorism on the international system to the American ‘War on Terror’ and the individual motivations of the suicide bomber. Core themes such as the funding of terrorist groups and the roles of intelligence-gathering and international law in combating terrorism are fully explored. The volume also offers in-depth analyses of the relationship between globalization and terrorism as well as regional and country-based responses to the rise of terrorist networks in Europe, Russia, Southeast Asia and Africa.Understanding Global Terror includes a thought-provoking preface by Philip C. Bobbitt and contributions from Christopher Ankersen, Alexander Bialsky, James Boutilier, Chris Brown, Michael Cox, Lawrence Freedman, Margot Light, Christopher Mackmurdo, Kerry Lynn Nanikvell, Martin Navias, Ami Pedahzur, Arie Perliger, Dinah Pokempner, Timothy Shaw, and William Wallace.

Securing Democracies examines the attacks on voting processes and the broader informational environment in which elections take place. The volume's global cadre of scholars and practitioners highlight the interconnections among efforts to target vulnerable democratic systems and identify ways to prevent, defend against, and mitigate their effects on both the technical and the informational aspects of cybersecurity. The work takes a wider view of defending democracy by recognizing that both techniques-attacking infrastructure and using misinformation and disinformation-are means to undermine trust and confidence in democratic institutions. As such, the book proposes a wide range of policy responses to tackle these cyber-enabled threats focusing on the geopolitical front lines, namely Eastern Europe, the Middle East, and East Asia. The international community is too often focused on responding to the latest cyber-attack instead of addressing the reality of pervasive and persistent cyber conflict. From ransomware against the city government of Baltimore to state-sponsored campaigns targeting electrical grids in Ukraine and the U.S., we seem to have relatively little bandwidth left over to ask what we can hope for in terms of 'peace' on the Internet, and how to get there. It's also important to identify the long-term implications for such pervasive cyber insecurity across the public and private sectors, and how they can be curtailed. This edited volume analyzes the history and evolution of cyber peace and reviews recent international efforts aimed at promoting it, providing recommendations for students, practitioners and policymakers seeking an understanding of the complexity of international law and international relations involved in cyber peace. This book has two aims: first, to examines the evolving role of the state, and non-state actors, coupled with trends – including globalization, populism, post-truth, enlightened capitalism, feminist foreign policy, energy disruption, climate change, emerging cyber and other technologies, and the crisis in UN-centered multilateralism, to offer a prescient assessment of global affairs in the near future; and, second, to solidify the transdisciplinary nature of Global Affairs as a field of study that transcends the traditional conceptual silos.
