This book provides an important new contribution to the literature about Eastern Europe following the political changes of the early 1990s. Its focus is on housing, which before these changes was dominated in all Eastern European countries by state control and, to a lesser extent, state provision. Here, the contributors aim to describe and analyze the fundamental changes that are now taking place as these housing systems, together with their supporting financial institutions and building industries, are privatized.This book provides an important new contribution to the literature about Eastern Europe following the political changes of the early 1990s. The core and supporting chapters all emphasize analysis of housing change with reference to social and political change and discussion of the effects of privatization on the availability and distribution of housing.

There are approximately 50,000 small water supplies in the UK alone, and thousands more worldwide. Dealing with the idiosyncratic characteristics of small water supplies requires specialist knowledge, and this book provides invaluable guidance for professionals.Based on the extensive practical experience of the author, this book covers how small independent supplies differ from public water supplies, and outlines the health dangers they pose, along with detailed instruction in water sampling and risk assessment techniques. Yet, in practice, it is obvious that participation can mean very different things in different contexts.This book explains why this is the case, and examines the growth of participation in the context of changes in the role of local authorities and their relationship with their electorates. These issues are examined in the first part of the book, which sets the context for exploring the roles of housing managers, councillors, tenants and tenant's associations in the second part. The book argues that the rise in arrangements for tenant participation masks considerable differences in the role played by tenants in different areas. These differences raise questions about the nature of power in the tenant-landlord relationship and more generally in the relationship between local government, citizens and consumers. These issues are examined in the final, third, part of the book.

Originally published in 1987, public rented housing in Britain had undergone many changes in the decade before, which had been accelerated by the policies of the Conservative government since 1979. With financial incentives and the ‘right to buy’, owner occupation was being vigorously promoted as the ‘normal’ tenure for the bulk of households, while the public sector was increasingly confined to those on low incomes.
