Aspects of political culture, i.e. concerns with the 'subjective' dimension of politics including dominant political orientations, perceptions and interpretations, always have been particularly relevant with regard to the case of Germany and its great variety of political regimes during the last century. This is true both with regard to political science and practical politics. This volume provides a comprehensive overview concerning the major historical legacies, regional and sub-cultural variations, and current problems of democratic orientations, national identity and relationships to the outside world.

Between 1918 and 1945 there were many changes in European politics - old empires disappeared and new independent political systems emerged. Over the same period most countries faced similar problems - the world economic crisis and the rise of new ideologies and new political movements. But the political effects of these varied, and this study looks at the following key questions: why did democracy survive in some countries but not in others? How were some political institutions able to contain or manage the crises they faced but others collapsed or underwent radical transformation? This book outlines a new approach to this problem through the systematic analysis of eighteen polities within a common analytical framework. What is innovative is the weight given to economic, social and cultural factors in explaining the survival of democracy and the origins of fascism as well as the systematic incorporation of a range of political factors.

Entwicklung und Stellenwert der Vergleichenden Politikwissenschaft Die Vergleichende Politikwissenschaft ist häufig als "Königsweg" des Faches insgesamt bezeichnet worden (z. B. Massing 1969: 286). Zum einen, weil sie auf eine altehrwürdige Tradition, die zumindest bis zu Autoren wie Thukydides und Aristoteles reicht, zurückblicken kann und sich komparative Aussagen in Werken nahezu aller klassischen Autoren des Faches finden. Zum andem, weil die ihr innewohnende methodische Perspektive in die Lage versetzt, die jeweils eigenen politischen Verhältnisse kritisch am Beispiel anderer zu überprüfen und potentiell zu universal gültigen Aussagen zu gelangen. Auf diese Weise kann sie auch zur Überwindung der jeweiligen Subjektivität und Ethnozentriertheit beitragen (Dogan und Pelassy 1984: 5ff. ). Der Vergleich wird oft auch als "Quasi-Experiment" herangezogen, das Erkenntnisfortschritte unter ähnlich kontrollierbaren Bedingungen wie in den Naturwissenschaften ermöglichen soll. Im folgenden soll auf einige Etappen dieses Weges, aber auch auf weiter bestehende Pro­ bleme und Grenzen des Ansatzes kurz eingegangen werden. Der ak­ tuelle Stand und konkrete Perspektiven in zentralen Bereichen der Vergleichenden Politikwissenschaft werden dann in den Einzelbeiträ­ gen dieses Bandes verdeutlicht. Eine gewisse Konfusion besteht bereits in den jeweils verwendeten Begriffen. Der im angelsächsischen Raum lange Zeit vorherrschende Terminus "comparative govemment" wird im Deutschen meist als "vergleichende Regierungslehre" übersetzt (vgl. z. B. Stammen 1976). Er steht aber auch in enger Beziehung zur älteren deutschen "Staats­ lehre" und ,,Polizeywissenschaft" (Maier 1966).

Politikwissenschaftliche Spiegelungen verhelfen als Methode des "wiederholten Spiegelns" und "Widerspiegelns" dazu, ein Untersuchungsobjekt in vielfacher Weise zu erhellen und in Analogie zur mehrfachen Farbenbrechung des Lichts in der Manier Goethes in Beziehung zu setzen zu weiteren Erkenntnisformen. Diese Spiegelungen erfolgen hier entlang dreier Perspektiven: Ideendiskurs/Ordnungsreflexionen - Institutionelle und staatliche Fragen - Politische Kultur und Sprache. Im ersten Teil geht es um politische Ideengeschichte, Begriffe des Politischen und demokratische Grundlagen. Der zweite Teil versammelt Analysen zum Foderalismus, zum Systemwandel und zur deutschen Einheit. Im dritten Teil werden Regeln hoflichen Sprechens und das Verhaltnis von Politik und Sprache in verschiedenen Kontexten behandelt, so auch Treppenhauser als Orte absichtsvoller Selbstdarstellung.
