The Consumer Expenditure (CE) surveys are the only source of information on the complete range of consumers' expenditures and incomes in the United States, as well as the characteristics of those consumers. The CE consists of two separate surveys: (1) a national sample of households interviewed five times at three-month intervals; and (2) a separate national sample of households that complete two consecutive one-week expenditure diaries. For more than 40 years, these surveys, the responsibility of the Bureau of Labor Statistics (BLS), have been the principal source of knowledge about changing patterns of consumer spending in the U.S. population. In February 2009, BLS initiated the Gemini Project, the aim of which is to redesign the CE surveys to improve data quality through a verifiable reduction in measurement error with a particular focus on underreporting. The Gemini Project initiated a series of information-gathering meetings, conference sessions, forums, and workshops to identify appropriate strategies for improving CE data quality. As part of this effort, BLS requested the National Research Council's Committee on National Statistics (CNSTAT) to convene an expert panel to build on the Gemini Project by conducting further investigations and proposing redesign options for the CE surveys. The charge to the Panel on Redesigning the BLS Consumer Expenditure Surveys includes reviewing the output of a Gemini-convened data user needs forum and methods workshop and convening its own household survey producers workshop to obtain further input. In addition, the panel was tasked to commission options from contractors for consideration in recommending possible redesigns. The panel was further asked by BLS to create potential redesigns that would put a greater emphasis on proactive data collection to improve the measurement of consumer expenditures. Measuring What We Spend summarizes the deliberations and activities of the panel, discusses the conclusions about the uses of the CE surveys and why a redesign is needed, as well as recommendations for the future.

Must rural Americans pay the price of urban progress and modern lifestyles? How will the increased pressures of the 1980s affect those who live and work in rural communities? In addressing these overriding questions the authors of this book take a serious look at such issues as who will operate our farms and how those farms will meet rising demands for food, how higher energy costs will change life in rural areas, the current and future needs of rural families and their communities, who in fact lives in these communities, and what can be done about escalating rural crime and recent social changes that have disrupted the traditional patterns of rural society. Because the United States is an interdependent system of rural and urban, of providers and consumers, these issues are vitally important to all-scholars, policy makers, and citizens alike. The contributors bring us up to date on the contemporary rural scene and offer suggestions for research essential to intelligent decision making about the challenges and problems the 1980s hold in store for rural America.

A compendium of up-to-date research in survey nonresponse Survey Nonresponse compiles theoretical and empirical research by noted experts to provide a current review of the field. It covers the behavioral underpinnings of non-response, its impact on the error structure of survey estimates, and current methods of adjusting the estimation process to account for nonresponse. The volume combines literatures from social science and statistics to present a complete picture of modern methods of design and estimation in the face of missing survey data. The book is divided into four sections that discuss these fundamental issues: Alternative perspectives on causes and consequences of nonresponseCurrent theory and practice in survey protocols to reduce nonresponse ratesHow nonresponse varies systematically by various design featuresStatistical inference accounting for nonresponseSurvey Nonresponse can be used as a supplementary text for graduate students in survey methodology courses, or as a reference for researchers and professionals. It offers a balanced approach, up-to-date research, and thoroughly modern thinking on this vital subject. This title has been named the 2011 American Association for Public Opinion Research Award winner. It is the Association's lifetime achievement award.

The authors' model orients this community in the vortex of contemporary forces, pointing up, for example, the need for face-to-face interaction among residents versus the larger society's demand for electronic communication. With increasing conflicts between the culture of rural communities and that of the outside world" occurring, small towns all over the United States are losing their businesses, their doctors, and their sense of community. Yet the town described in this study is thriving. Against All Odds identifies pride, determination, and a sense of belonging that must be nurtured, and the local organization that binds all of these factors together,in order to keep a small town alive in the face of powerful disruptive forces. Not since Vidich and Bensman's landmark Small Town in Mass Society has such a thoughful examination of a contemporary rural community been available.

Some scholars label the sample survey--the idea that small, randomly selected, well-designed samples can provide accurate estimates of large population attributes--as the most important social sciences invention of the 20th century. One of the world's most recognized survey methodologists is Don A. Dillman. His findings raised the standards of evidence in the field and changed how researchers conduct thousands of essential surveys throughout the world--a United States Census Bureau director once described the organization's revamped decennial questionnaire as "Dillmanized." In You Have Been Randomly Selected, Dillman conveys the excitement he felt getting up in the morning with a new concept that would lead to months of experiments, one after another, trying to solve many unknowns. He found working with people interested in using those ideas to carry out their work even more satisfying.Random selection also played a large role in Dillman's own life, teaching him to embrace, rather than reject, change. An early bout with polio kept him indoors instead of outside on his family's Iowa farm. Relationships he enjoyed as a child in rural communities later shaped his theoretical approach to survey participation. Exposure to Iowa State University Research Extension agents prompted an interest in practical research. Key experiences in college and graduate school piqued thoughts about how he could contribute to the world. A student strike a few months after he started as a Washington State University assistant professor brought classroom instruction to a halt and led to his formation of the institution's Social & Economic Sciences Research Center and future work with the U.S. Census Bureau. Together, these unexpected events and circumstances destined him to become an agronomist, a sociologist, and ultimately, a world-renowned survey methodologist. You Have Been Randomly Selected is his story.
