This book reviews the uses and abuses of microsimulation models--large, complex models that produce estimates of the effects on program costs and who would gain and who would lose from proposed changes in government policies ranging from health care to welfare to taxes. The Panel on Statistical Methods for Testing and Evaluating Defense Systems had a broad mandate-to examine the use of statistics in conjunction with defense testing. This involved examining methods for software testing, reliability test planning and estimation, validation of modeling and simulation, and use of modem techniques for experimental design. Given the breadth of these areas, including the great variety of applications and special issues that arise, making a contribution in each of these areas required that the Panel's work and recommendations be at a relatively general level. However, a variety of more specific research issues were either brought to the Panel's attention by members of the test and acquisition community, e.g., what was referred to as Dubin's challenge (addressed in the Panel's interim report), or were identified by members of the panel. In many of these cases the panel thought that a more in-depth analysis or a more detailed application of suggestions or recommendations made by the Panel would either be useful as input to its deliberations or could be used to help communicate more individual views of members of the Panel to the defense test community.This resulted in several research efforts. Given various criteria, especially immediate relevance to the test and acquisition community, the Panel has decided to make available three technical or background papers, each authored by a Panel member jointly with a colleague. These papers are individual contributions and are not a consensus product of the Panel; however, the Panel has drawn from these papers in preparation of its final report: Statistics, Testing, and Defense Acquisition. The Panel has found each of these papers to be extremely useful and they are strongly recommended to readers of the Panel's final report.

In response to a mandate from Congress in conjunction with the Protection of Children from Sexual Predators Act of 1998, the Computer Science and Telecommunications Board and the Board on Children, Youth, and Families of the National Research Council and the Institute of Medicine established a committee of experts to explore options to protect children from pornography and other inappropriate Internet content. In June 2000, the Committee to Study Tools and Strategies for Protecting Kids from Pornography on the Internet and Their Applicability to Other Inappropriate Internet Content was established. Support for the committee's work came from the U.S. Department of Education, the U.S. Department of Justice, Microsoft Corporation, IBM, the W.K. Kellogg Foundation, and the National Research Council. The committee has been charged with exploring the pros and cons of different technology options and operational policies as well as nontechnical strategies that can help to provide young people with positive and safe online experiences.On December 13, 2000, the committee convened a workshop to provide public input to its work and focus on nontechnical strategies that could be effective in a broad range of settings (e.g., home, school, libraries) in which young people might be online. The overarching goal of this activity was to provide a forum for discussing the implications of this research with regard to policy and practice and identifying research needed to advance and inform policy and practice.

Recent vision research has led to the emergence of new techniques that offer exciting potential for a more complete assessment of vision in clinical, industrial, and military settings. Emergent Techniques for Assessment of Visual Performance examines four areas of vision testing that offer potential for improved assessment of visual capability including: contrast sensitivity function, dark-focus of accommodation, dynamic visual acuity and dynamic depth tracking, and ambient and focal vision. In contrast to studies of accepted practices, this report focuses on emerging techniques that could help determine whether people have the vision necessary to do their jobs. In addition to examining some of these emerging techniques, the report identifies their usefulness in predicting performance on other visual and visual-motor tasks, and makes recommendations for future research. Emergent Techniques for Assessment of Visual Performance provides summary recommendations for research that will have significant value and policy implications for the next 5 to 10 years.The content and conclusions of this report can serve as a useful resource for those responsible for screening industrial and military visual function.

The papers in this collection were commissioned by the Board on Testing and Assessment (BOTA) of the National Research Council (NRC) for a workshop held on November 14, 2001, with support from the William and Flora Hewlett Foundation. Goals for the workshop were twofold. One was to share the major messages of the recently released NRC committee report, Knowing What Students Know: The Science and Design of Educational Assessment (2001), which synthesizes advances in the cognitive sciences and methods of measurement, and considers their implications for improving educational assessment. The second goal was to delve more deeply into one of the major themes of that report-the role that technology could play in bringing those advances together, which is the focus of these papers. For the workshop, selected researchers working in the intersection of technology and assessment were asked to write about some of the challenges and opportunities for more fully capitalizing on the power of information technologies to improve assessment, to illustrate those issues with examples from their own research, and to identify priorities for research and development in this area.

In November 2000, the Board on International Comparative Studies in Education (BICSE) held a symposium to draw on the wealth of experience gathered over a four--decade period, to evaluate improvement in the quality of the methodologies used in international studies, and to identify the most pressing methodological issues that remain to be solved. Since 1960, the United States has participated in 15 large--scale cross--national education surveys. The most assessed subjects have been science and mathematics through reading comprehension, geography, nonverbal reasoning, literature, French, English as a foreign language, civic education, history, computers in education, primary education, and second--language acquisition. The papers prepared for this symposium and discussions of those papers make up the volume, representing the most up--to--date and comprehensive assessment of methodological strengths and weaknesses of international comparative studies of student achievement. Over the past half century, the international flow of goods, services, and capital has grown rapidly. Globalization creates new economic, cultural, and social opportunities, but also poses the challenge of ensuring that workers throughout the world share in these opportunities. This report identifies relevant, valid, reliable, and useful sources of country-level data on labor standards; assesses the quality of existing and potential data and indicators that can be used to systematically monitor labor practices and the effectiveness of enforcement in order to determine compliance with national labor legislation and international standards; identifies innovative measures to determine compliance with international labor standards on a country-by-country basis and to measure progress on improved labor legislation and enforcement; explores the relationship between labor standards compliance and national policies relating to human capital issues; and recommends sustainable reporting procedures to monitor countries' progress toward implementation of international labor standards.

The National Research Council has convened the Committee on Monitoring International Labor Standards to provide expert, science-based advice on monitoring compliance with international labor standards. The committee has undertaken a two-year project with multiple intersecting activities.The committee is charged with assembling information on country compliance with international labor standards and organizing these data into an easily accessible, web-based format for use by the DOL. As one step in this process, a workshop in November 2002 was held to discuss national legal frameworks and the challenges of measuring the extent to which international standards have been incorporated into national laws and practices. In the summer of 2002, the Office of Naval Research asked the Committee on Human Factors to hold a workshop on dynamic social network and analysis. The primary purpose of the workshop was to bring together scientists who represent a diversity of views and approaches to share their insights, commentary, and critiques on the developing body of social network analysis research and application. The secondary purpose was to provide sound models and applications for current problems of national importance, with a particular focus on national security. This workshop is one of several activities undertaken by the National Research Council that bears on the contributions of various scientific disciplines to understanding and defending against terrorism. U.S. public schools are responsible for educating large numbers of English language learners and students with disabilities. This book considers policies for including students with disabilities and English language learners in assessment programs. It also examines the research findings on testing accommodations and their effect on test performance. Keeping Score for All discusses the comparability of statesa (TM) policies with each other and with the National Assessment of Educational Progress (NAEP) policies and explores the impact of these differences on the interpretations of NAEP results. The book presents a critical review of the research literature and makes suggestions for future research to evaluate the validity of test scores obtained under accommodated conditions. The book concludes by proposing a new framework for conceptualizing accommodations.
