This book reports on research on and experience with needle exchange and bleach distribution programs and their effects on rates of drug use, the behavior of injection drug users, and the spread of HIV and other infectious diseases among injection drug users. It discusses U.S. needle exchange data, international evaluations of needle exchange programs, legal issues and drug paraphernalia laws, evaluation methods, and bleach distribution programs.

Those who make and implement policies for children and families are seriously hampered by several features of the federal statistical system: categorical fragmentation, sampling strategies that follow adults and families rather than children, and lack of longitudinal data on children. This volume examines the adequacy of federal statistics on children and families. It includes papers on the relevant aspects of health care reform, family and community resources, interpersonal violence, the transition to school, and educational attainment and the transition to work.

This volume addresses the interface of two major national problems: the epidemic of HIV-AIDS and the widespread use of illegal injection drugs. Should communities have the option of giving drug users sterile needles or bleach for cleaning needs in order to reduce the spread of HIV? Does needle distribution worsen the drug problem, as opponents of such programs argue? Do they reduce the spread of other serious diseases, such as hepatitis? Do they result in more used needles being carelessly discarded in the community? The panel takes a critical look at the available data on needle exchange and bleach distribution programs, reaches conclusions about their efficacy, and offers concrete recommendations for public policy to reduce the spread of HIV/AIDS. The book includes current knowledge about the epidemiologies of HIV/AIDS and injection drug use; characteristics of needle exchange and bleach distribution programs and views on those programs from diverse community groups; and a discussion of laws designed to control possession of needles, their impact on needle sharing among injection drug users, and their implications for needle exchange programs.

On its 30th anniversary, public acceptance of Head Start is high, yet understanding of its goals is low, and evaluation research is limited in quality and scope. In this book, a roundtable of representatives from government, universities, medicine, and family support agencies identifies a set of research possibilities to generate a broader understanding of the effects of Head Start on families and children. How do we effectively teach children from homes in which a language other than English is spoken? In Improving Schooling for Language-Minority Children, a committee of experts focuses on this central question, striving toward the construction of a strong and credible knowledge base to inform the activities of those who educate children as well as those who fund and conduct research. The book reviews a broad range of studies--from basic ones on language, literacy, and learning to others in educational settings. The committee proposes a research agenda that responds to issues of policy and practice yet maintains scientific integrity.This comprehensive volume provides perspective on the history of bilingual education in the United States; summarizes relevant research on development of a second language, literacy, and content knowledge; reviews past evaluation studies; explores what we know about effective schools and classrooms for these children; examines research on the education of teachers of culturally and linguistically diverse students; critically reviews the system for the collection of education statistics as it relates to this student population; and recommends changes in the infrastructure that supports research on these students.

The design of welfare programs in an era of reform and devolution to the states must take into account the likely effects of programs on demographic behavior. In the past, most research on welfare has examined labor market issues, although there have also been some important evaluations of the effects of Aid to Families with Dependent Children on out-of-wedlock childbearing. Much less information is available on other issues equally central to the debate, including effects on abortion decisions, marriage and divorce, intrafamily relations, household formation, and living arrangements. This book of papers contains reviews and syntheses of existing evidence bearing on the demographic impacts of welfare and ideas for how to evaluate new state-level reforms.

The Committee and the Board on Children, Youth, and Families convened in September a workshop to discuss ways to foster greater collaboration and sharing of information among principal investigators of several longitudinal surveys of children. Among many topics discussed were issues of coverage and balance of content, sampling design and weighting, measurement and analysis, field operations, legitimation and retention of cases, data disclosure and dissemination, and resources available for longitudinal studies. The workshop was sponsored by the National Institute on Justice.

In Massachusetts, a 12-year-old girl delivering newspapers is killed when a car strikes her bicycle. In Los Angeles, a 14-year-old boy repeatedly falls asleep in class, exhausted from his evening job. Although children and adolescents may benefit from working, there may also be negative social effects and sometimes danger in their jobs. Protecting Youth at Work looks at what is known about work done by children and adolescents and the effects of that work on their physical and emotional health and social functioning. The committee recommends specific initiatives for legislators, regulators, researchers, and employers. This book provides historical perspective on working children and adolescents in America and explores the framework of child labor laws that govern that work. The committee presents a wide range of data and analysis on the scope of youth employment, factors that put children and adolescents at risk in the workplace, and the positive and negative effects of employment, including data on educational attainment and lifestyle choices.Protecting Youth at Work also includes discussions of special issues for minority and disadvantaged youth, young workers in agriculture, and children who work in family-owned businesses.

In the past 30 years, a large and growing number of students in U.S. schools have come from homes in which the language background is other than English. These students present unique challenges for America's education system. Based on Improving Schooling for Language-Minority Children, a comprehensive study published in 1997, this book summarizes for teachers and education policymakers what has been learned over the past three decades about educating such students. It discusses a broad range of educational issues: how students learn a second language; how reading and writing skills develop in the first and second languages; how information on specific subjects (for example, biology) is stored and learned and the implications for second-language learners; how social and motivational factors affect learning for English-language learners; how the English proficiency and subject matter knowledge of English-language learners are assessed; and what is known about the attributes of effective schools and classrooms that serve English-language learners.

Interest in the role that decision making plays in adolescents' involvement in high-risk behaviors led the Office of the Assistant Secretary of Planning and Evaluation of the U.S. Department of Health and Human Services to request the Board on Children, Youth, and Families to convene a workshop on adolescent decision making. The Board on Children, Youth, and Families is a joint activity of the National Research Council (NRC) and the Institute of Medicine. A workshop was held on January 6-7, 1998, to examine what is known about adolescents' decision-making skills and the implications of that knowledge for programs to further their healthy development.

This report was prepared in response to a request from the Economic Research Service (ERS) of the U.S. Department of Agriculture (USDA). It summarizes the discussions at a February 1998 workshop convened by the Committee on National Statistics; the Board on Children, Youth, and Families; and the Food and Nutrition Board. The fiscal year 1998 (FY1998) appropriations bill for USDA gave ERS responsibility for all research and evaluation studies on USDA food assistance programs. The bill provided $18 million to fund these studies, an increase from $7 million in FY1997. ERS asked the Committee on National Statistics for assistance in identifying new areas of research and data collection and in further improving the evaluation studies of food assistance programs. By bringing together many who work on evaluation of food assistance programs, policy analysis, survey methods, nutrition, child nutrition and child development, outcome measurement, and state welfare programs, the issues presented and discussed at the workshop provided ERS with information that could be used to develop a framework for their research program.

Immigrant children and youth are the fastest growing segment of the U.S. population, and so their prospects bear heavily on the well-being of the country. However, relevant public policy is shaped less by informed discussion than by politicized contention over welfare reform and immigration limits. From Generation to Generation explores what we know about the development of white, black, Hispanic, and Asian children and youth from numerous countries of origin. Describing the status of immigrant children and youth as "severely understudied," the committee both draws on and supplements existing research to characterize the current status and outlook of immigrant children. The book discusses the many factors--family size, fluency in English, parent employment, acculturation, delivery of health and social services, and public policies--that shape the outlook for the lives of these children and youth. The committee makes recommendations for improved research and data collection designed to advance knowledge about these children and, as a result, their visibility in current policy debates.

Adolescence is one of the most fascinating and complex transitions in the human life span. Its breathtaking pace of growth and change is second only to that of infancy. Over the last two decades, the research base in the field of adolescence has had its own growth spurt. New studies have provided fresh insights while theoretical assumptions have changed and matured.
