Over the past 15 years, the citizenship debate in political and social theory has undergone an extraordinary renaissance. To date, much of the writing on citizenship, within and beyond Canada, has been oriented toward the development of theory, or has concentrated on contemporary issues and examples. This collection of essays adopts a different approach by contextualizing and historicizing the citizenship debate, through studies of various aspects of the rise of social citizenship in Canada. Focusing on the formative years from the late 19th through mid-20th century, contributors examine how emerging discourse and practices in diverse areas of Canadian social life created a widely engaged, but often deeply contested, vision of the new Canadian citizen. The original essays examine key developments in the fields of welfare, justice, health, childhood, family, immigration, education, labour, media, popular culture and recreation, highlighting the contradictory nature of Canadian citizenship. The implications of these projects for the daily lives of Canadians, their identities, and the forms of resistance that they mounted, are central themes. Contributing authors situate their historical accounts in both public and private domains, their analyses emphasizing the mutual permeability of state and civil(ian) life. These diverse investigations reveal that while Canadian citizenship conveys crucial images of identity, security, and participatory democracy within the ongoing project of nation building, it is also interlaced with the projects of a hierarchical social structure and exclusionary political order. This collection explores the origins and evolution of Canadian citizenship in historical context. Critical research, writing and advocacy by legal academics and practitioners, NGOs, indigenous peoples and eco-feminists has existed on a global scale since the 1960s, but not until the 1990s did criminologists begin to examine environmental crime in a more concerted way. This late entrance by criminologist has much to do with who is involved in environmental crime–namely upper strata, mostly “white” men who run corporations and state agencies and the perception of environmental crime as soft crime. There are “critical” criminologists who are attempting to enforce existing legislation and policies and/or promote public education. For these reformists, debates tend to centre around prospective strengths and weaknesses of criminal law, civil law and self-regulating and other methods of policing and protecting ecosystems. Other criminologists examine how the “toxic” or “criminogenic” nature of capitalism enables states to facilitate and perpetrate environmental harms with virtual impunity. Toxic Criminology is the work of an assemblage of academics, activists, politicians and legal practitioners, all of whom harbour a wide range of interests and involvements in the study of, and resistance against, environmental wrongdoing. Individually and collectively, the authors address theoretical, politico-economic, legal, cultural and human dimensions of crimes and harms against the Canadian environment.

This collection highlights the gendered nature of these regulatory shifts and, specifically, the roles played by women as reformers, welfare workers and welfare recipients, in the development of welfare states historically. The contributors are leading feminist socio-legal scholars from a range of disciplines in Canada, the United States and Israel. Collectively, their analyses of women, law and poverty speak to long-standing and ongoing feminist concerns: the importance of historically informed research, the relevance of women's agency and resistance to the experience of inequality and injustice, the specificity of the experience of poor women and poor mothers, the implications of changes to social policy, and the possibilities for social change. Such analyses are particularly timely as the devastation of neo-liberalism becomes increasingly obvious.The current world crisis of capitalism is a defining moment for liberal states - a global catastrophe that concomitantly creates a window of opportunity for critical scholars and activists to reframe debates about social welfare, work, and equality, and to reinsert the discourse of social justice into the public consciousness and political agendae of liberal democracies.

Critical research, writing and advocacy by legal academics and practitioners, NGOs, indigenous peoples and eco-feminists has existed on a global scale since the 1960s, but not until the 1990s did criminologists begin to examine environmental crime in a more concerted way. This late entrance by criminologist has much to do with who is involved in environmental crime–namely upper strata, mostly “white” men who run corporations and state agencies and the perception of environmental crime as soft crime. There are “critical” criminologists who are attempting to enforce existing legislation and policies and/or promote public education. For these reformists, debates tend to centre around prospective strengths and weaknesses of criminal law, civil law and self-regulating and other methods of policing and protecting ecosystems. Other criminologists examine how the “toxic” or “criminogenic” nature of capitalism enables states to facilitate and perpetrate environmental harms with virtual impunity. Toxic Criminology is the work of an assemblage of academics, activists, politicians and legal practitioners, all of whom harbour a wide range of interests and involvements in the study of, and resistance against, environmental wrongdoing. Individually and collectively, the authors address theoretical, politico-economic, legal, cultural and human dimensions of crimes and harms against the Canadian environment.
