This collaborative work brings together international lawyers and political scientists to explore whether and how the retreat of the US, and the simultaneous rise of China, affect the dynamics of multilateralism to which the EU claims to adhere. The effectiveness of sanctions cannot purely be measured by the way they change the behaviour of their intended target. The degree to which sanctions constrain a rogue state's behaviour and the signals they send to future targets should also be prime considerations. In this thought provoking book Francesco Giumelli measures the true effectiveness of EU sanctions against a range of states including Belarus, Zimbabwe, Moldova, Uzbekistan, the USA and China. He demonstrates that focussing purely on behavioural change is limiting, especially when considering the actions and motivations of an international organisation, and develops a process to evaluate the direct and indirect impact of EU sanctions. Giumelli demonstrates the many different ways sanctions have been used by the EU to produce positive direct and indirect results and provides a multi-level framework to assess the success of sanctions in the future.

This book addresses key aspects relating to the use of international sanctions by assembling contributions from different fields of expertise with a view to providing readers with an interdisciplinary perspective. Unilateral or plurilateral restrictive measures, commonly referred to as “sanctions”, by States or regional organizations have been acquiring an enormous practical importance in the last decades, leading also to the institution of a European Union’s sanctioning mechanism of its own. In addition to that, the war in Ukraine, triggered by the Russian aggression, has given them an unprecedented visibility, including in the mainstream media. The matter nevertheless remains particularly complex, given its diverse implications from a legal as well as from an economic-financial point of view, and not least in a political perspective. This book follows up the workshop that was held at the University of Florence on 9-10 December 2021 and collects original contributions from promising or acclaimed, leading experts on sanctions. Each part of the book is devoted to three main themes: legality and legitimacy; extraterritorial implications; and effectiveness. These parts consist of a “dialogue” between experts from different fields. The book explores the legal basis of sanctions and how this impacts their legitimacy and the perception of their legitimacy. It considers the complex implications of the extraterritorial effects that sanctions often produce or are even intended to produce, as well as how effective they are in relation to different underlying aims. It is hardly possible to tackle such key questions through a unique disciplinary lens. This book thus represents an invitation to scholars, experts and decision-makers to adopt an interdisciplinary approach that can no longer be eluded.

Global Perspectives on Sanctions explores why sanctions are contested by so many countries around the world. While most countries have declared their opposition to Russia's 2022 invasion of Ukraine, relatively few have taken any action to apply restrictive measures on Moscow. Is it because they do not share norms of non-intervention and opposition to the use of force, is it because they are protecting their self-interests, or is it because they oppose the self-appointed group of countries enacting sanctions, or do they object to the use of sanctions in general?This edited collection investigates these issues by undertaking a multi-perspectivist, empirical and historically grounded set of analyses from Europe, North America, Africa, Latin America, East Asia, South Asia and Southeast Asia.
