This publication has been produced to accompany an exhibition staged by Ingleby Gallery, Edinburgh, for the 2021 Edinburgh Art Festival. The exhibition is the first devoted to Frank Walter's 'spools' - the small circular paintings which, in their consistency of scale and form, provide a lens through which to witness the workings of Walter's inner eye. Walter’s work was unknown during his lifetime, but in the decade since his death he has emerged as one of the most distinctive and intriguing Caribbean voices of the last fifty years. Painted with a rare directness and immediacy on whatever material came most readily to hand, his works describe a visionary artist rooted in the landscape of Antigua, the island of his birth. The publication, co-published by Ingleby, Edinburgh, and Anomie, London, features contributions by Barbara Paca, Professor Paget Henry, Kenneth M. Milton and Mary-Elisabeth Moore. Edited and produced by Ingleby, the publication has been designed by Joanna Deans / Identity and printed by Graphius, Ghent. Frank Walter (1926-2009) was born Francis Archibald Wentworth Walter on Horsford Hill, Antigua. He spent much of the 1950s travelling in Scotland, England and West Germany. While in Europe, Walter pursued various creative activities including drawing, painting and creative writing. Walter returned to the Caribbean in 1961, where he began a prolific output of painting, drawing, writing, sculptural work, photography and sound art. Walter's work was first exhibited alongside paintings by Alfred Wallis and Forrest Bess in the exhibition 'Songs of Innocence and Experience' at Ingleby Gallery in Spring 2013. A solo exhibition of his work was presented by The DouglasHyde Gallery, Trinity College, Dublin, in summer 2013 and later that year, Ingleby Gallery presented a solo display of Walter's paintings at Art Basel Miami Beach. A major solo exhibition followed at Ingleby Gallery in spring 2015. In 2017, Frank Walter represented Antigua and Barbuda at the Venice Biennale in the show 'Frank Walter: The Last Universal Man 1926-2009'. A solo presentation of Walter's work also took place at Harewood House, Leeds, UK, in the summer of 2017. A major retrospective of the artist's work was displayed at both MMK Museum of Modern Art Frankfurt in 2020 and at David Zwirner, London, in the spring of 2021.

Das digitale Buch"e;Leipzig - Neubau, Sanierung und Verfall"e;stellt die Veranderung der Stadt in Wort und Bild im Zeitraum 2004 - 2025 dar. Es liegt nunmehr in der 8. Auflage vor. Auf der Grundlage des 2002 beschlossenen Programms Stadtumbau Ost wurden zielgerichtet die Ma nahmen eingeleitet, die letztendlich zu einer Verbesserung der Arbeits- und Lebensqualitat in Leipzig fuhrten. Gerade letzterer Komplex ist deshalb besonders interessant, weil hier ersichtlich wird, wie wertvolle Industriearchitektur aus dem 19. Jahrhundert gerettet und einer neuen Nutzung zugefuhrt wird. For instance, Major Peters of Boston claimed in an address as early as 1919 that the lack of regional unity had severe adverse effects on his city in economic, social and political terms (Wallis 1994a: 160-161). On the core of this lies the notion that many problems in urban areas cross political and administrative boundaries, thus requiring regional solutions. Some examples for such problems are environmental pollution, traffic congestion, unemployment, poverty and ghetto-building (Hamilton 1999: 280-310; see also Heinz 2000a: 509-514). In practice, various attempts have been made to solve these problems, reaching from informal cooperations in limited issue areas to strong formal regional institutions with extensive competencies (Wallis 1994a, 1994b). Among scholars, there is an ongoing debate about metropolitan cooperation which is in large parts concerned with the advantages and disadvantages of powerful regional institutions . This paper explores whether it makes sense at all to speak about the "e;power"e; of regional institutions. Even though such authorities have been considerably strengthened in legal terms in some cases, it is questionable whether this translates into increased actual power. After all, some scholars argue that state institutions in general do not have sufficient resources for policy-making in modern societies (Schneider 2000). This paper thus deals with the following question: Do attempts to legally strengthen regional institutions result in an overall increase of their power?To answer this question, two regional institutions in Germany are examined in a comparative case study, namely the "e;Verband Region Stuttgart"e; (VRS) and the "e;Region Hannover"e; (RH). The analysis is based on indicators derived from the concept of power by Stokman (1995), who models an actor's power as consisting of its voting power, resources and access to the decision-making center. It is shown that the RH is stronger than the VRS both in terms of legal strength and potential power. Legal strength of regional institutions indeed seems to translate into actual power. A possible explanation for this is found in the differing institutional surroundings of the two regional authorities. [...]

It has been boosted by theorists and practitioners who promised huge win- win opportunities in this area, with ecologically conscious management practices benefiting the natural environment and at the same time advancing the competitiveness of companies or even national economies (e.g., PORTER 1991). Even though this win-win rhetoric has been criticized sharply (e.g., WALLEY/WHITEHEAD 1994), environmental management remained an important part of many businesses' agenda for different motives - be it in order to exploit win-win potentials or to ensure legal compliance (AN- DREWS etal. 2001), or be it intrinsically motivated, in order to avoid doing harm to the natural environment. One way of implementing and maintaining environmental management is by institutionalizing an environmental management system (EMS). Such an EMS constitutes a structured and systematic approach for articulating goals, making choices, gathering information, measuring progress, and improving performance in the environmental field (FLOR- IDA/DAVISON 2001:64). There is a wide array of different types of EMS s, reaching from company specific solutions to standardized national (like the British BS 7750), multinational (like the European Union s EMAS), or even global approaches (like the International Organization for Standardization s ISO 14001) (KRUT/GLECKMAN 1998). The ISO 14001 standard achieved particular prominence as an EMS: In July 2003, more than 53,000 organizations all over the world had an EMS which was certified according to ISO 14001 guide lines (PEGLAU 2003; see also chapter 2.2 of this paper). Its proponents promise huge environmental and financial/operational benefits. They assume that by implementing an ISO 14001 certified EMS, a company can improve both its natural environment and its bottom- line.
