UNHCR and World Politics

Over fifty years ago governments established the Office of the United Nations High Commissioner for Refugees (UNHCR) to protect the world''s refugees. The UNHCR was created to be a human rights and advocacy organization. But governments also created the agency to promote regional and international stability and to serve the interests of states. Consequently, the UNHCR has always trod a perilous path between its mandate to protect refugees and asylum seekers and the demands placed upon it by states to be a relevant actor in world politics. This is the first independent history of the UNHCR. Gil Loescher, one of the world''s leading experts on refugee affairs, draws upon decades of personal experience and research to examine the origins and evolution of the UNHCR as well as to identify many of the major challenges facing the organization in the years ahead. A key focus is to examine the extent to which the evolution of the UNHCR has been framed by the crucial events of international politics during the past half century and how, in turn, the actions of the eight past High Commissioners have helped shape the course of world history. Each chapter tells the story of an individual High Commissioner and examines the unique contributions made to the development of the Office. The history of the last fifty years shows how the UNHCR has initiated and capitalized on international political developments to progressively expand its scope and authority as an important actor in world politics. The book argues that the UNHCR has overstretched itself in recent decades and has strayed from its central human rights protection role. The protection of refugees remains a litmus test of the international community''s commitment to defend human rights and to uphold liberal democratic values. Loescher offers a series of bold policy recommendations aimed at making the agency a more effective and accountable advocate for the millions of refugees in the world today.

Refugees lie at the heart of world politics. The causes and consequences of, and responses to, human displacement are intertwined with many of the core concerns of International Relations. Yet, scholars of International Relations have generally bypassed the study of refugees, and Forced Migration Studies has generally bypassed insights from International Relations. This volume therefore represents an attempt to bridge the divide between these disciplines, and to place refugees within the mainstream of International Relations. Drawing together the work and ideas of a combination of the world''s leading and emerging International Relations scholars, the volume considers what ideas from International Relations can offer our understanding of the international politics of forced migration. The insights draw from across the theoretical spectrum of International Relations from realism to critical theory to feminism, covering issues including international cooperation, security, and the international political economy. They engage with some of the most challenging political and practical questions in contemporary forced migration, including peacebuilding, post-conflict reconstruction, and statebuilding. The result is a set of highly original chapters, yielding not only new concepts of wider relevance to International Relations but also insights for academics, policy-makers, and practitioners working on forced migration in particular and humanitarianism in general.

Refugee and Forced Migration Studies has grown from being a concern of a relatively small number of scholars and policy researchers in the 1980s to a global field of interest with thousands of students worldwide studying displacement either from traditional disciplinary perspectives or as a core component of newer programmes across the Humanities and Social and Political Sciences. Today the field encompasses both rigorous academic research which may or may not ultimately inform policy and practice, as well as action-research focused on advocating in favour of refugees'' needs and rights. This authoritative Handbook critically evaluates the birth and development of Refugee and Forced Migration Studies, and analyses the key contemporary and future challenges faced by academics and practitioners working with and for forcibly displaced populations around the world. The 52 state-of-the-art chapters, written by leading academics, practitioners, and policymakers working in universities, research centres, think tanks, NGOs and international organizations, provide a comprehensive and cutting-edge overview of the key intellectual, political, social and institutional challenges arising from mass displacement in the world today. The chapters vividly illustrate the vibrant and engaging debates that characterize this rapidly expanding field of research and practice.

Refugees and other forced migrants are one of the great contemporary challenges the world is confronting. Throughout the world people leave their home countries to escape war, natural disasters, and cultural and political oppression. Unfortunately, even today, the international community struggles to provide an adequate response to this vast population in need. This Very Short Introduction covers a broad range of issues around the causes and impact of the contemporary refugee crisis for both receiving states and societies, for global order, and for refugees and other forced migrants themselves. Gil Loescher discusses the identity of refugees, asylum seekers, and internally displaced persons and how they differ from other forced migrants. He also investigates the long history of the refugee phenomenon and how refugees became a central concern of the international community during the twentieth and twenty first centuries, as well as considering the responses provided by governments and international aid organisations to refugee needs. Loescher concludes by focussing on the necessity of these bodies to understand the realities of the contemporary refugee situation in order to best respond to its current and future challenges. ABOUT THE SERIES: The Very Short Introductions series from Oxford University Press contains hundreds of titles in almost every subject area. These pocket-sized books are the perfect way to get ahead in a new subject quickly. Our expert authors combine facts, analysis, perspective, new ideas, and enthusiasm to make interesting and challenging topics highly readable.

With more than 18 million refugees worldwide, the refugee problem has fostered an intense debate regarding what political changes are necessary in the international system to provide effective solutions in the 1990s and beyond. In the past, refugees have been perceived largely as a problem of international charity, but as the end of the Cold War triggers new refugee movements across the globe, governments are being forced to develop a more systematic approach to the refugee problem. Beyond Charity provides the first extensive overview of the world refugee crisis today, asserting that refugees raise not only humanitarian concerns but also issues of international peace and security. Gil Loescher argues persuasively that a central challenge in the post Cold-War era is to develop a comprehensive refugee policy that preserves the right of asylum while promoting greater political and diplomatic efforts to address the causes of flight. He presents the contemporary crisis in a historical framework and explores the changing role of the Office of the United Nations High Commissioner for Refugees. Loescher suggests short-term and long-term reforms that address both the current refugee crisis and its underlying causes. The book also details the ways governmental structures and international organizations could be strengthened to assume more effective assistance, protection, and political mediation functions. Beyond Charity helps frame the debate on the global refugee crisis and offers directions for more effective approaches to refugee problems at present and in the future.

Refugees and the Asylum Dilemma in the West

This study presents an examination of the historical background and contemporary significance of the asylum and refugee issue confronting Western governments that draws lessons for future policy-making.This is the first study of the asylum-refugee problems to examine not only the history of policies of receiving nations in the West but also some of the underlying causes of refugee movements. Past studies of the asylum problem have focused narrowly on the conditions in receiving countries and have failed to see the global interconnectedness of the refugee problem. The authors argue that resolving the asylum problem in the West requires policy makers to direct their attention toward the conditions outside the industrialized countries that cause mass movements of populations as well as toward the improvement of their own asylum procedures. The present increase in the number of asylum-seekers and refugees is neither a temporary phenomenon nor a random product of chance events. It is the predictable consequence of fundamental political, demographic, economic, and ecological crises occurring throughout the Third World and Eastern Europe. However, Western governments did not until relatively recently envisage a large-scale movement of the poor countries northward to Western Europe and North America. Actual migratory pressures from the South and perceived threats of exodus from the East have only served to reinforce a restrictive attitude toward asylum. The refugee problem has reached such a critical point that the very institution of asylum is being threatened. These articles address the underlying causes of the current crisis, assess present policies, and define the considerations necessary for future policy-making.

Protracted refugee populations not only constitute over 70% of the world's refugees but are also a principal source of many of the irregular movements of people around the world today. The long-term presence of refugee populations in much of the developing world has come to be seen by many host states in these regions as a source of insecurity. In response, host governments have enacted policies of containing refugees in isolated and insecure camps, have prevented the arrival of additional refugees and, in extreme cases, have engaged in forcible repatriation. Not surprisingly, these refugee populations are also increasingly perceived as possible sources of insecurity for Western states. Refugee camps are sometimes breeding grounds for international terrorism and rebel movements. These groups often exploit the presence of refugees to engage in activities that destabilise not only host states but also entire regions.

First Published in 2003. Of all the humanitarian impulses in world politics today, one of the most widely recognized is the need to protect refugees. However, as The Problems of Protection explores, what on the surface appears to be a simple proposition can quickly become complex and controversial. This complexity results in troubling variation in how we respond to our obligation to protect refugees--while NATO launches a major military intervention on behalf of Albanians in Kosovo amidst worldwide media attention, the international community's response to Sierra Leonean refugees is slow, inefficient and inadequate. Who qualifies as a refugee in need of protection? Should refugees be returned as soon as possible, or integrated into safer host countries? The contributors to this volume address the often lacking political will among powerful countries and donors, shifting attitudes among affected countries, and the difficulty of rebuilding societies in a world in which the number of refugees will almost certainly continue to increase.
