Um den Irakkrieg war intensiv wie nie zuvor eine Auseinandersetzung öffentlicher Diplomatie entbrannt. Viele Gesellschaften sollten für die Unterstützung des Krieges gewonnen werden oder umgekehrt dafür, ihn zu verhindern. Um diesen Prozess zu verstehen wird das Konzept Public Diplomacy in diesem Band in normativen, theoretischen und empirischen Analysen aufgearbeitet. Dabei liegt der Schwerpunkt auf der Public Diplomacy der USA und der Bundesrepublik Deutschland, die mit unterschiedlichem Ziel und unterschiedlichen Mitteln öffentliche Diplomatie ausübten.

Sowohl „Sicherheit“ als auch „Medien“ sind Begriffe, die in den unterschiedlichsten Zusammenhängen verwendet werden. Mit „Sicherheit“ wird meist ein zutiefst subjektives Gefühl der Unversehrtheit und Unbedrohtheit bezeichnet; der Begriff „Medien“ verweist entweder auf die Gesamtheit der Massenmedien oder bezeichnet speziell „neue Medien“ im technischen Sinn, die durch veränderte Kommunikationsmöglichkeiten verschiedene Sicherheitsaspekte beeinflussen können. Dieser wechselseitige Zusammenhang von Sicherheit und Medien unter dem Einfluss der Globalisierung ist das Thema dieses Buches. Es beschreibt die Interessen verschiedener Akteure unter neuen Kommunikationsbedingungen und die Reaktionen, die im Zuge der technologischen und politischen Veränderungen seit dem Ende des Ost-West-Konflikts zu beobachten sind.

Wenn westliche Industrienationen an militärischen Auslandseinsätzen teilnehmen, spiegelt diese Entscheidung stets eine sorgfältige Abwägung verschiedener internationaler und innerstaatlicher Einflussfaktoren wider. Anhand von vierzehn militärischen Auslandseinsätzen werden in dieser Studie die Teilnahmeentscheidungen von Deutschland, Frankreich, Großbritannien, Österreich, Polen und Spanien miteinander verglichen und mit Hilfe politik-, medien- und kommunikationswissenschaftlicher Ansätze untersucht. Dabei zeigt sich, dass nicht nur die Gegebenheiten in den Entsendeländern, sondern auch die Eigenschaften des jeweiligen Einsatzes maßgeblich dafür sind, ob sich Regierungen für oder gegen eine Teilnahme an einem Militäreinsatz entscheiden. Die Kombination aus länder- und einsatzspezifischen Erklärungsfaktoren verleiht den Erkenntnissen eine besondere Aussagekraft und Prognosefähigkeit.
