The collection brings together scholars from Public Policy and Foreign Policy to address the theme of policy fiascos. So far research on failure and fiascos in both Public Policy and Foreign Policy has existed independent of each other with very little communication between the two sub-disciplines. The contributions aim to bridge this divide and bring the two sides into a dialogue on some of the central issues in the study of fiascos including how to define, identify and measure policy failure (and success); the social and political contestation about what counts as policy fiascos; the causes of policy fiascos and their consequences; the attribution of blame; as well as processes of learning from fiascos. Das ist die leitende Frage für diesen Band, der auf unterschiedlichen Polit- feldern analysiert, unter welchen Bedingungen die deutsche Außenpolitik agiert und welche Ziele sie verfolgt. Zu diesem Zweck werden zunächst in zwei einführenden Artikeln die int- nationalen und die innerstaatlichen Rahmenbedingungen und Restriktionen der deutschen Außenpolitik dargestellt. Auf diese Weise wird der allgemeine M- lichkeitsraum deutscher Außenpolitik aufgezeigt, innerhalb dessen sie sich in ihren verschiedenen Handlungsfeldern konkretisieren muss. Der Hauptteil des Bandes gilt der Analyse der einzelnen Handlungsfelder deutscher Außenpolitik. Seine Systematik folgt der in der Politikwissenschaft etablierten Dreiteilung der Politik in die Sachbereiche Sicherheit, Wohlfahrt und Herrschaft, wobei letzterer primär als Partizipation an der Herstellung und Weiterentwicklung von Normen und Institutionen verstanden wird. Wenngleich jedes der in den einzelnen B- trägen behandelten Politikfelder sicherheitspolitische, wirtschaftspolitische und normativ-institutionelle Bezugspunkte aufweist, lassen sie sich anhand ihrer primären Merkmale doch stimmig in diese Typologie einordnen. Wir halten - her die Zuweisung jedes Handlungsfeldes zu einem der drei Sachbereiche der Politik aus analytischen Gründen wie zum Zwecke der Übersichtlichkeit der Darstellung für gerechtfertigt. Zu Beginn dieser drei Abschnitte im Hauptteil des Bandes stehen jeweils Beiträge, die allgemein in den Sachbereich einführen und damit die Grundlage für die anschließenden Politikfeldanalysen schaffen. Diese umfassen die wichtigsten Politikfelder für die deutsche Außenpolitik. Im - schließenden Teil dieses Bandes reflektieren fünf Autoren über die Bedeutung der transatlantischen und der europäischenVerankerungen Deutschlands für seine Außenpolitik.

Die vorliegende Arbeit entstand zwischen Anfang 2003 und Mitte 2007 als Dissertation am Lehrstuhl für Internationale Politik und Außenpolitik der Universität zu Köln. Während dieser Zeit habe ich sehr von der produktiven und freundschaftlichen Atmosphäre am Le- stuhl profitiert, die mir über manche Schaffenskrise hinweggeholfen hat.
