In a novel contribution to the field of comparative foreign policy analysis, this book carefully delineates how states, regardless of regime, have formulated policies to deal with their national communities aboard. Some states, depending on their domestic political ideologies, cultures and capabilities, have extensive institutional mechanisms in place for coming to the aid of their nationals abroad. Others, however, have also used these capabilities in adverse ways. Chapters focusing on individual countries explore the rationale behind state policies that differentiate treatment for distinct groups, such as tourists, migrants, and diasporas. Amongst the intriguing findings is the fact that state capacity alone does not explain the ability or willingness of states to assist their nationals abroad in times of need. Furthermore, in some cases, communities abroad can also actively mobilize against their home state, thus play key roles in conflict and even regime change.

Starting out from the observation that foreign policy has in many ways become more similar to (and intertwined with) ‘domestic’ public policies, it bridges the divide that still persists between the two fields. The book includes chapters by leading experts in their fields on arguably the most important public policy approaches, including, for example, multiple streams, advocacy coalition, punctuated equilibrium and veto player approaches. The chapters explore how the approaches can be adapted and transferred to the study of foreign policy and point to the challenges this entails. By establishing a critical dialogue between approaches in public policy and research on foreign policy, the main contribution of the book is to broaden the available theoretical ‘toolkit’ in foreign policy analysis.

Anhand der Aktivitaten des Europarats im Kontext der Konflikte in Nordirland, Mazedonien und Tschetschenien versucht diese Arbeit, die folgenden beiden Fragen zu beantworten: Welche Handlungsoptionen stehen internationalen Organisationen zur Bearbeitung von innerstaatlichen Konflikten offen? Und welche Faktoren erweisen sich bei derlei Aktivitaten als Hemmnis? Die Kernaussage lautet, dass die Aktionsmoglichkeiten internationaler Organisationen sowohl durch interne als auch durch externe Faktoren begrenzt werden. Da, wie das Beispiel Europarat zeigt, die Uberwindung solcher Beschrankungen wenig wahrscheinlich ist, werden die Handlungen internationaler Organisationen bei der Bearbeitung von Konflikten auch kunftig wenig befriedigend ausfallen.

Welchen Einfluss haben die Interessen einzelner Regierungsmitglieder auf die Formulierung der Mandate für Auslandseinsätze der Bundeswehr? Bei strukturalistischen Erklärungen deutscher Außenpolitik, z. B. auf der Grundlage des Rollenkonzepts der „Zivilmacht Deutschland“, geraten der Einfluss individueller Entscheidungsträger sowie innenpolitische Entscheidungsprozesse aus dem Blick. Dieser Band rückt hingegen die maßgeblichen Entscheidungsträger innerhalb der Bundesregierung (Bundeskanzler, Außenminister und Verteidigungsminister) und deren Zusammenspiel im Entscheidungsprozess in den Mittelpunkt der Untersuchung. Auf der Grundlage einer erweiterten Variante des von Graham Allison entwickelten „Governmental Politics“-Modells werden die regierungsinternen Entscheidungsprozesse zu Einsätzen analysiert, die während der „Großen Koalition“ unter Bundeskanzlerin Angela Merkel (2005-2009) neu beschlossen wurden. Hierzu gehören VN-geführte Missionen vor der Küste des Libanon (UNIFIL) und im Sudan (UNAMID) sowie EU-geführte Missionen in der Demokratischen Republik Kongo (EUFOR RD Congo) und am Horn von Afrika (Atalanta).
