This book, co-published with the Wisconsin Center for Education Research, provides a research-validated model to guide improvement efforts in secondary education. The conceptual design includes improvement strategies and organizational structures to facilitate implementation of the strategies, and are tied directly to the components of a functioning secondary school.

This guide is designed to aid each school of a district and the district office itself in starting and maintaining a self-improvement capability. Through a series of incremental changes designed for every level of the institution, the author feels the entire level of competency can be raised.
