This book seeks to explain the divergent political pathways of twenty six post-communist states, following the breakdown and eventual collapse of communism in 1989-1991. Considering the trajectories of individual states between 1990 – 2007, this book challenges two central bodies of theory relating to democratization and regime change. Through a sustained analysis of global and post-communist developments within this time period, the author shows that claims of an increasing asymmetry between the ‘electoral’ and ‘liberal’ elements of modern democracy have been greatly exaggerated. The author goes on to contend that in accounting for the geographical dispersion of post-communist regime forms, deeper structural factors should be considered as crucial. The book is divided into the following parts: Part I demonstrates how different conceptualisations of democracy can lead to very different conclusions about the empirical dynamics of democratization. Part II contrasts different explanations of post-communist political change and provides an integrated framework for explaining the political pathways encountered within the former Eastern Bloc. This book brings together the conceptual and theoretical writings of Joseph Schumpeter, Robert A. Dahl, Guillermo O’Donnell, and T. H. Marshall. It demonstrates that most of the different conceptions of democracy in the democratization literature can be ordered in one systematic regime typology that distinguishes between ‘thinner’ and ‘thicker’ definitions of democracy.The authors argue that the empirical pattern revealed by this typology is explained by the combination of internal structural constraints and international factors facilitating democracy. The great dilemma of democracy revolves around the state. Historically, the state has played a crucial role as enforcer of liberal democratic constitutions, but it has also been used by autocratic rulers to entrench their rule. The state is thus a two-edged sword: It can both be the guarantee of democratic rights and a tool that can be used to suppress such rights. One corollary of this is that the influence of state structures on democratic development depends on who holds government power. But the opposite observation can also be made, as governments play an important role in shaping the state apparatus. The state and the regime are thus intertwined. Against this backdrop, this book presents a series of attempts – authored by influential experts such as Francis Fukuyama and Gerardo Munck – to disentangle the relationship between the state and political regimes. The contributions differ in terms of their particular theoretical and empirical focus. Why Europe? What made Western and Central Europe, long an economic and political backwater compared with the other agrarian civilisations of Eurasia, the cradle of modernity? This book argues that the crucial juncture occurred in backward medieval Europe. The key turning point came as a reform movement within the Catholic Church – spearheaded by Pope Gregory VII – challenged lay rulers' hold over bishop appointments. The eleventh-century rupture sundered religious and lay power, and it meant that European emperors, kings, and princes had to tread a fine line: caught between the opposition they encountered from strong social groups such as townsmen, nobles, and Catholic clergy and from other European rulers. This double balancing act has long been seen as a necessary condition for the modernisation process that in recent centuries has culminated in the modern state, the modern market economy, and modern democracy: the trinity that nineteenth- and early twentieth-century sociologists attempted to explain. What Karl Marx dismissively referred to as the "medieval rubbish" thus nurtured the seeds of modern Europe by creating power pluralism between and within political units.
