In October 1641 a rebellion broke out in Ireland. Dispossessed Irish Catholics rose up against British Protestant settlers whom they held responsible for their plight. This uprising, the first significant sectarian rebellion in Irish history, gave rise to a decade of war that would culminate in the brutal re-conquest of Ireland by Oliver Cromwell. It also set in motion one of the most enduring and acrimonious debates in Irish history.Was the 1641 rebellion a justified response to dispossession and repression? Or was it an unprovoked attempt at sectarian genocide? John Gibney comprehensively examines three centuries of this debate. The struggle to establish and interpret the facts of the past was also a struggle over the present: if Protestants had been slaughtered by vicious Catholics, this provided an ideal justification for maintaining Protestant privilege. If, on the other hand, Protestant propaganda had inflated a few deaths into a vast and brutal “massacre,” this justification was groundless. Gibney shows how politicians, historians, and polemicists have represented (and misrepresented) 1641 over the centuries, making a sectarian understanding of Irish history the dominant paradigm in the consciousness of the Irish Protestant and Catholic communities alike.

Despite the radical transformation of society associated with globalisation, shifting patterns of demography and the revolution in information and communication technologies over the last two decades, we remain profoundly attached to place in economic, social, cultural and emotional terms. The idea of sustainable place shaping has made its way to the heart of the debate on the form and delivery of integrated (economic development, planning, housing, regeneration, education, transport and health) policy for our neighbourhoods, towns, cities and regions. The delivery of policy for place shaping has become a far more complex cross-boundary and relational leadership task - and there is now a requirement for a refreshed approach to leadership development for collaborative learning and ‘associational’ working.Going forward, what is needed is a more insightful and comprehensive conceptual framework related to the leadership of place that takes account of the paradigm shift occurring in economic development, planning and regeneration studies. Against this background, this timely book takes stock of the leadership literature and connects with the experience and views of those working in economic development, planning and regeneration. The 1790s is one of the most critical decades in the history of modern Ireland. The decade witnessed the birth of the modern ideology of separatist Irish republicanism, the creation of the Orange Order, and the greatest bloodletting in modern Irish history in the form of the 1798 rebellion. In the aftermath of the First World War, a political revolution took place in what was then the United Kingdom. Such upheavals were common in postwar Europe, as new states came into being and new borders were forged. What made the revolution in the UK distinctive is that it took place within one of the victor powers, rather than any of their defeated enemies. In the years after the Easter Rising of 1916 in Ireland, a new independence movement had emerged, and in 1918-19 the political party Sinn F in and its paramilitary partner, the Irish Republican Army, began a political struggle and an armed uprising against British rule. By 1922 the United Kingdom has lost a very substantial portion of its territory, as the Irish Free State came into being amidst a brutal Civil War. At the same time Ireland was partitioned and a new, unionist government was established in what was now Northern Ireland. These were outcomes that nobody could have predicted before 1914\. The thirteenth volume in the Documents on Irish Foreign Policy (DIFP) series runs from April 1965 to July 1969. It covers the Fianna Fáil governments of Seán Lemass (April 1965 to November 1966) and Jack Lynch (November 1966 to July 1969) in which Frank Aiken was Minister for External Affairs.The four years and three months covered by DIFP XIII saw significant changes in the international context in which Ireland conducted its foreign policy. In 1965 the hope of the Department of External Affairs was that Ireland would enter the European Economic Community (EEC) before 1970. EEC entry would take place alongside that of Britain, an Anglo-Irish Free Trade Area (AIFTA) having come into operation in 1966, cementing trade between Ireland and its principal trading partner. Overall, the United Nations would remain the benchmark of global Irish foreign policy. Peacekeeping, advocating nuclear non-proliferation and ensuring the proper financing of the United Nations as well as promoting decolonisation and the universality of the United Nations system within the bipolar world of the Cold War remained central to 1960s Irish foreign policy.These assumptions were thrown out of balance by the continuing refusal of France to facilitate the expansion of the EEC and EEC membership remained out of reach for Ireland. Dublin’s fragile relations with Belfast were destabilised with the emergence of new social and political forces in Northern Ireland and the recurrence of sectarian violence. The Department of External Affairs proved initially unable to respond comprehensively to this new environment in Northern Ireland, which was the precursor to the outbreak of the Troubles in 1969. Improved economic and political relations with London were affected by local and international economic difficulties and also as a consequence of events in Northern Ireland. At the United Nations, superpower politics constrained Irish attempts to follow up the success of the 1968 Nuclear Non- Proliferation Treaty with a major policy initiative on the financing of international peacekeeping missions.
