Examining nine peaceful political transitions in Ghana from 1993 to 2025, this book covers the dynamics of these transitions, the role of local and international actors, and institutions in these transitions, and the achievements and challenges encountered. The phenomenon of political transition has attracted considerable interest from scholars and state and non-state actors, largely because of the global emerging trend of democratic backsliding or erosion. This volume speaks to this concern by unpacking peaceful political transitions. Contributors in this edited volume by Frank Ohemeng and Joseph Ayee examine the role of politicians, institutions, bureaucrats, economic development, the electoral management body, political parties, media, gender, and international actors during nine political transitions in Ghana from 1993 to 2025. The transitions were undertaken without widespread conflict. The gains, deficits, risks, opportunities, and lessons of political transitions are also discussed.Ultimately, the volume argues that despite the peaceful turnover of elections, which has raised Ghana’s image as a beacon of democracy, political transition continues to be challenging and requires further improvement to ensure a seamless future transition among political parties. The lessons and implications of the findings for theoretical, comparative, empirical, and policy scholarship are also highlighted.

Since it achieved independence in 1957, the West African state of Ghana has become the torchbearer of African liberation, as well as a laboratory for the study of endemic problems facing the African continent. In terms of democratic consolidation, the country holds a unique position on the continent as beacon of stability and democracy. Politics, Governance, and Development in Ghana takes critical stock of the landmark themes that have dominated its history since independence. The contributors address issues such as citizenship, civil society, the military, politicians, chiefs, transnational actors, the public sector and policies, the executive branch, decentralization, the economy, electoral politics, natural resources, and relations with Asia and the diaspora. These themes support “mobilizing for Ghana’s future,” which is the theme for the diamond jubilee celebration of Ghana’s independence. Edited by Joseph R.A. Ayee, this book will deepen the literature on studies on Ghana especially in the areas of politics, governance, economy and development; serve as a resource for academics, students, practitioners; and commemorate the diamond jubilee celebration of Ghana’s independence.

This significant book addresses an important missing link in the literature on politics, governance, public policy and administration in sub-Saharan Africa. It contributes to the understanding of emergent independent institutions that are now playing active roles in formulating and implementing public policies and programs in these countries.Bringing together an array of esteemed academics and practitioners, this book surveys the landscape of think tanks in sub-Saharan Africa and provides in-depth case studies of the policy terrain in Botswana, Cameroon, Ghana, Kenya, Nigeria, Rwanda, Senegal, and South Africa. With the emergence of effective governance developing in the early 1990s and the opening up of hitherto closed authoritarian policy spaces, the authors explore the ways in which civil society groups are now a force to be reckoned with as they attempt to successfully bring citizens into the policy making process. This prescient exploration of the challenges facing these institutions highlights good governance practice and proposes policy recommendations to better support civil society development in Africa.Think Tanks, Governance, and Development in Africa is a vital read for academics, researchers and students specializing in development studies, regulation and governance, social policy in emerging countries and political science. Its case studies and practical recommendations are also of interest to policymakers, political advocates and practitioners working in African governance at both the global and national levels.

This book is one of two volumes that examines the successes and failures of the Ghanaian Fourth Republic from a political, public administration, and public policy viewpoint. Published to coincide with the thirtieth anniversary of the founding of the Fourth Republic, these volumes bring together leading scholars to consider the political achievements and failures that have taken place in the country since 1993, and what these tell us about the state of politics and democracy in twenty-first century Ghana and beyond. This volume focuses on public sector management and economic governance. It assesses themes such as policy elites, policing, bureaucrats and public servants, the economy, decentralization, rural development, and foreign policy. The volume also places Ghana in a global context, demonstrating how lessons learnt from the country can be applied elsewhere, and what is unique about the Ghanaian experience. It will appeal to all those interested in public management, public administration, governance, economics, and African politics.
