This book deals with fundamental and at times controversial issues in juvenile justice, that are universal go beyond the individual juvenile justice systems of various countrie. For example: what age groups can be transfered to the adult criminal justice system and for what crimes? What can be said about the mental and moral development of juveniles in that age group? Do we know anything about the effects in terms of recidivism and reconviction by juveniles who have been penalized in the adult system? These are the kind of questions that this book, written by a small group of experts on specific sub-topics in juvenile justice, is trying to answer. The book concludes with a number of recommendations for improvements in juvenile justice.

Juvenile Delinquency in Europe and Beyond: Results of the Second International Self-Report Delinquency Study presents the status of juvenile crime and delinquency and its backgrounds in many of the European Union member states as well as in the United States, Canada, Venezuela and Surinam. The book includes information on key issues in juvenile delinquency such as victimization of young people, alcohol and drug use and its relation to juvenile crime, involvement in youth gangs, immigration, family and school and neighborhood situations. It provides insight into different views on what can be considered juvenile crime; what acts are subsumed in its definition and when we can speak about structural delinquent behavior. These insights are based on self-reported information systematically and simultaneously collected from about 70,000 12-15 year old youths in 28 countries. Until recently, the self-report methodology has not been applied on such a large scale in an international context. The results of this survey provide new and unexpected data about those young people who structurally commit criminal acts, as well as on the frequency of the behavior and the conditions that have an impact on offending.The wealth of descriptions and insights in delinquency of all these countries will be of great interest to scholars, students and practitioners because of the special character of the publication; it is a book of reference to everyone interested in the backgrounds of juvenile delinquency.

In 2000 several European academics decided it was time to launch a European Society of Criminology. From the start the new Society encouraged the creation of working groups on specialized topics. One of the first such working groups was focused on “juvenile justice,” launched by the first author of this book. The idea for this book emerged from concerns about recent developments in juvenile justice in our own countries, developments that were leading toward an evermore punitive, but not necessarily more effective, system in juvenile justice. To our surprise numerous Society members specializing in the field of Juvenile Delinquency and Youth Justice shared these sentiments and joined the working group. In addition, some American and Canadian experts became ESC members and were interested in joining the working group, adding an international dim- sion to our undertaking. The working group was guided by several key qu- tions. How have different states developed their juvenile justice system in the last 25 years, and if one compares countries, to what extent are these developments similar or different? To be more precise: to what degree has the Welfare system that had existed for most of the 20th century changed into a Just Desert and more punitive system in these countries? The present book tries to answer these questions for a great number of European and two North American countries in a comparative perspective, including 19 national reports on juvenile justice and

This book presents the first comprehensive analysis of the second International Self-Report Delinquency study (ISRD-2). An earlier volume, Juvenile Delinquency in Europe and Beyond (Springer, 2010) focused mainly on the findings with regard to delinquency, victimization and substance use in each of the individual participating ISRD-2 countries.
