This book addresses groundwater governance, a subject internationally recognized as crucial and topical for enhancing and safeguarding the benefits of groundwater and groundwater-dependent ecosystems to humanity, while ensuring water and food security under global change. The multiple and complex dimensions of groundwater governance are captured in 28 chapters, written by a team of leading experts from different parts of the world and with a variety of relevant professional backgrounds. The book aims to describe the state-of-the-art and latest developments regarding each of the themes addressed, paying attention to the wide variation of conditions observed around the globe. The book consists of four parts. The first part sets the stage by defining groundwater governance, exploring its emergence and evolution, framing it through a socio-ecological lens and describing groundwater policy and planning approaches. The second part discusses selected key aspects of groundwater governance. The third part zooms in on the increasingly important linkages between groundwater and other resources or sectors, and between local groundwater systems and phenomena or actions at the international or even global level. The fourth part, finally, presents a number of interesting case studies that illustrate contemporary practice in groundwater governance.In one volume, this highly accessible text not only familiarizes water professionals, decision-makers and local stakeholders with groundwater governance, but also provides them with ideas and inspiration for improving groundwater governance in their own environment.

One of the key features of agricultural development in the last five decades has been intensive groundwater use in the Indo-Gangetic Basin (Pakistan, India, Nepal and Bangladesh) and in the Yellow River Basin (China). Groundwater irrigates almost 60% of the net irrigated area in South Asia and 70% in the north China plains. Groundwater use for agriculture is still increasing. Despite the growing significance of groundwater to agricultural growth, food security and rural livelihoods globally, and at the same time significant signs of limitations and constraints for further use, knowledge of the subject has remained limited. The subject includes the wider issues of socioeconomic impacts, political economy, groundwater institutions, access to other resources like energy and land, approaches to resource governance and management and specifically integrating evidence-based science into management decisions.This book addresses these information shortfalls and provides a consolidated and cross-disciplinary source of information and documentation of realities and challenges of contemporary agricultural groundwater use and management in poverty-prone areas of Asia. It draws on primary data collected in the course of an innovative, cross-coordinated and inter-disciplinary fieldwork programme, covering those regions in Asia that significantly depend on groundwater for agricultural livelihoods. This work is essential reading for hydrogeologists, socio-economists, agro-economists and water managers working in poor countries. Donors and implementers, both government and NGO, will also learn from the experiences described in this book.

This book provides a comprehensive analysis of the benefits and challenges of intensifying groundwater irrigation in Sub-Saharan Africa (SSA) for improving smallholder agrarian livelihoods. Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support.The chapters in this book present a picture that is not only heterogeneous across the region, but also hold some common denominators.
