This volume, newly available in paperback, examines the role of the European Union in creating a system of governance involving the countries and regions of its new ‘neighbourhood’. Enlargement has functioned as one of the EU’s most effective foreign policy tools, yet the EU is rapidly approaching the limits of its capacity to accept new member states. It therefore must develop ways of extending and preserving the European zone of peace and stability that do not rely on the prospect of membership as a means of influencing the behaviour of non-member countries.A major step in this direction is the EU’s new European Neighbourhood Policy (ENP). The ENP aims to create a ring of ‘well-governed and friendly’ countries along the EU’s eastern, southeastern, and southern peripheries. This volume situates this policy in a broad, analytically-coherent framework, supported by a full range of ENP case studies, to explain whether the ENP represents a truly new approach to regional governance.

In contrast to competing theories that explain international cooperation in terms of the desire to be "bigger" or "stronger", Weber insists that the key to understanding countries' international institutional choices can be found by focusing on economic theories of organization and, more specifically, transaction costs. Cross-sectional studies of two historical periods, the final years of the Napoleonic Wars (1812-15) and the post-1945 period – such contrasting security structures as NATO and the European Defense Community - are used to illustrate the argument.

In Germany, proponents of institutional constraint fought and generally prevailed over those who stressed national rights. This pattern continued even as Germany achieved unification at the end of the Cold War. In Japan, however, the national rights strategy was more successful, and Japanese leaders have been less willing than their German counterparts to predicate international order on commitment to an emergent institutional framework. In both cases, the choices made by leaders were critical, despite the constraints under which they operated. In this book the authors utilize a constructivist theory of order, emphasizing the distinctive ways language works to normative effect, to explain these debates and how they have contributed to two very different "cultures of order."
