Gunnar Johnson har i olika roller varit verksam på samtliga nivåer i den offentliga sektorn. Han har haft ledande funktioner som chef för Kommunförbundet Sörmland och Regionförbundet Uppsala län, varit utvecklings- och näringslivsdirektör i Eskilstuna samt förtroendevald i Östersunds kommun. Han har också haft ledande funktioner inom högskoleområdet, tjänstgjort i Regeringskansliet och varit verksam inom ett större konsultföretag.
Lars Niklasson är biträdande professor i statsvetenskap vid Linköpings universitet och har tidigare varit utredare vid departement och myndigheter samt utvärderingskonsult. Han forskar bland annat om nätverk och samverkan i offentlig verksamhet, både i Sverige och internationellt. Han har tidigare varit projektledare för flera av de studier som redovisas i boken. Han är även expert vid OECD om lokal ekonomisk utveckling.
