Recognising the regular adoption, by countries across the globe, of the vocational education and training (VET) model already so prevalent in German-speaking countries such as Austria, Germany and Switzerland, this book spotlights dual modes of VET, depicting its global emergence and subsequent cross-national attraction.
Globally, the practice of combining schools and workplace practice and learning is seen as a gold-standard for cross-national attraction: the comparison between, and borrowing of, national policies. Using case studies from Eastern Europe, Azerbaijan, India and Latin America, chapters demonstrate how these countries aim to support dual modes of VET to strengthen their own economic and cultural weight abroad, as well as accelerating developmental goals for industry. Further, these countries look to European VET models for integration of their youth both in the labour market and in establishing alternative pathways for young people in the workforce. Chapters discuss the significance of the international context in understanding the nuance involved with duality in VET adoption, as well as shedding light on the transnational diffusion of education policies at both national and global levels.

This volume looks at the recontextualization that results from the international transfer of dual modes of vocational education and training (VET), typically focused on apprenticeships, in their countries’ new nation-specific and local context, highlighting the absorptive capacities and the different modes of duality in VET.
Combining perspectives and data from a truly international set of contributors, the book identifies diverse translations and enactments of dual modes of vocational education and training. Using a case study approach to understand why and how education policies travel across different world regions, and how they mutate in such processes, the book ultimately provides empirical insights into the dynamics involved in the dissemination and recontextualization of global education policies. Chapters discuss local enactments, such as the views of apprentices in two states in Mexico, and an in-depth look at the Industrial Training Institute (based on the Dual System of Training) located in Gujarat, India. Across the globe, vocational education and training is characterised by a number of over-arching trends, including the increasing use of technology, the growing importance of information and communications systems, and changes to national demographics. Within compulsory education, prevocational education is intended primarily to introduce participants to the world of work. This book considers curriculum design and pedagogical practice in pre-vocational education during the last two years of compulsory education. The study focuses on seven European countries (Scotland, Latvia, Poland, Hungary, Germany, Austria, Portugal) and presents an analysis of the curriculum as it relates both to knowledge-based competencies in economics and business and to self- and social competencies. It then discusses the differences between the prescribed and the enacted curriculum as identified by means of a subsequent survey of teachers. The authors conclude with a comparative assessment of each country case study, combined with supranational recommendations.
