Decolonising Lifelong Learning in the Age of Transnational Migration examines how colonialism has shaped migration and migrants’ transnational learning experiences. With the development of modern transportation and advanced communication technologies, migration has shifted from international to transnational, characterised by the multiple and circular migration across transnational spaces of migrants who maintain close contact with their country of origin. The book interrogates the colonial assumptions and Eurocentric tendencies influencing the current ideological moorings of lifelong learning theories, policies, and practices in the age of transnational migration. It calls for an approach to lifelong learning that aims to decolonise the ideological underpinnings of colonial relations of rule, especially in terms of its racialised privileging of ‘whiteness’ and Eurocentrism as normative processes of knowledge accumulation. Recognising the regular adoption, by countries across the globe, of the vocational education and training (VET) model already so prevalent in German-speaking countries such as Austria, Germany and Switzerland, this book spotlights dual modes of VET, depicting its global emergence and subsequent cross-national attraction.Globally, the practice of combining schools and workplace practice and learning is seen as a gold-standard for cross-national attraction: the comparison between, and borrowing of, national policies. Using case studies from Eastern Europe, Azerbaijan, India and Latin America, chapters demonstrate how these countries aim to support dual modes of VET to strengthen their own economic and cultural weight abroad, as well as accelerating developmental goals for industry. Further, these countries look to European VET models for integration of their youth both in the labour market and in establishing alternative pathways for young people in the workforce. This volume looks at the recontextualization that results from the international transfer of dual modes of vocational education and training (VET), typically focused on apprenticeships, in their countries’ new nation-specific and local context, highlighting the absorptive capacities and the different modes of duality in VET.Combining perspectives and data from a truly international set of contributors, the book identifies diverse translations and enactments of dual modes of vocational education and training. Using a case study approach to understand why and how education policies travel across different world regions, and how they mutate in such processes, the book ultimately provides empirical insights into the dynamics involved in the dissemination and recontextualization of global education policies.
