Non-traditional security challenges such as climate change, migration, and natural disasters surpass states’ capacity to address them. These limitations have led to the proliferation of other actors—regional and international organizations, transnational networks, local and international nongovernmental organizations—that fill the gaps when states’ responses are lacking and provide security in places where there is none.In this book, Mely Caballero-Anthony examines how non-traditional security challenges have changed state behavior and security practices in Southeast Asia and the wider East Asia region. The fragility of democracy in Southeast Asia is a subject of increasing concern. While there has been significant movement in the direction of democratisation, the authoritarian tendencies of popularly elected leaders and the challenges posed by emerging security threats have given rise to a shared concern about the return of military rule in the region. This book examines the nature of political transitions in Southeast Asia and why political transitions towards political liberalisation and democracy have often failed to take off. It considers political systems in Southeast Asia that have gone through significant periods of transition but continue to face serious challenges toward democratic consolidation. Some key questions that the book focuses on are – Are emerging democracies in the region threatened by weak, failed or authoritarian leadership? The book brings together selected case studies in Southeast Asia and the wider East Asian region that analyse how states in the region have responded to the pandemic and its multi-dimensional threats to human security, including risks of atrocity crimes. In the context of protecting human security and upholding the Responsibility to Protect (R2P), the work analyses how such a consequential crisis has compounded socio-economic and political problems, exacerbated societal fault lines, and created new types of risks for people’s safety and security. Using the United Nations Framework of Analysis for Atrocity Crimes: A Tool for Prevention, the book presents seven case studies that identify relevant risks factors confronting selected countries and the extent to which the global pandemic has magnified and/or exacerbated such risks for affected populations.
