In the context of forest sustainability, this book presents the issues related to both global climate change and conservation of biodiversity. It highlights four methodologies and shows how they contribute in overcoming the ecological challenges facing our world. The practical experience presented can be applied to the implementation of successful sustainable forestry policies.

When we talk about forests, we talk about 30% of our planet’s land surface 6 area. In 2000 there was an estimated 3 870×10 ha of forest worldwide, of which 1 5% is in forest plantations and 95% in natural forests (FAO 2003). Forests are not only a source for timber; they also generate significant nonwood goods and services, mitigate climate change, conserve biological diversity, provide prot- tion from natural hazards, and not least: provide recreational areas for an increasingly urbanized world population. The availability of timber and n- wood goods and services is waning as deforestation and degradation of tro- cal forests continue. While forest area has stabilized or is slightly increasing in the boreal and temperate regions, the annual loss of forest area in the tropics and subtropics is decreasing. Between 1990 and 2000 the annual rate of defor- 6 estation was estimated to be 14. 6×10 ha (approximately 0. 38%) and took place mainly in tropical and subtropical forests (FAO 2003). The net annual rate of 6 change is about 9. 4×10 ha (0. 2%). Maintaining and enhancing forest areas and the vitality of forest ecosystems is a widely accepted political goal, which is often opposed by conflicting demands of various stakeholders.

This book provides a cross-section of all outstanding experience in all fields of tropical forestry under a drastically changing environment induced by climate change. It sheds light on the existing know-how and presents it in a concise and efficient way for the scientist and professional in charge of planning, implementing and evaluating forest resources. The Tropical Forestry Handbook provides proven and/or promising alternative concepts which can be applied to solve organizational, administrative and technical challenges prevailing in the tropics. Presented are state of the art methods in all fields concerning tropical forestry. Emphasis is given to methods which are adapted to- and which safeguard - environmental conditions.

The European Forest Institute (EFI) has five Research and Development priority ar­ eas: forest sustainability, forestry and possible climate change, structural changes in markets for forest products and services, policy analysis, and forest sector informa­ tion services and research methodology. In the area of forest sustainability our most important activity has been the project "Growth trends of European forests", the re­ sults of which are presented in this book. The project was started in August 1993 under the leadership of Prof. Dr. Heinrich Spiecker from the University of Freiburg, Germany, and it is one of the first EFI''s research projects after its establishment in 1993. The main purpose of the project was to analyse whether site productivity has changed in European forests during the last decades. While several forest growth studies have been published at local, re­ gional and national levels, this project has aimed at stimulating a joint effort in iden­ tifying and quantifying possible growth trends and their spatial and temporal extent at the European level. Debate on forest decline and possible climate change, as well as considerations re­ lated to the long term supply of wood underline the importance of this project, both from environmental and industrial points of view. Knowledge on possible changes in growth trends is vital for the sustainable management of forest ecosystems.

The `Global Biodiversity Strategy'' signed in 1992 in Rio de Janeiro, and the resolutions at the Ministerial Conferences on the Protection of Forests in Europe in Strasbourg, 1990, and Helsinki, 1993, commit the signatory states to monitor nationally the state of biodiversity and to sustain the characteristic natural variation in the country. Sustainability and long-term planning are the two terms best describing the philosophy of traditional forest management practices. However, the traditional planning techniques are not primarily developed to maintain sustainability of biodiversity. The gap between the international commitments and the practices in forest assessment and management is obvious. This publication presents experience in methodology for assessing and monitoring the variation of ecosystems and habitats in relation to biodiversity conservation and for integrating biodiversity in regional planning of forest management and land use. The state of the art in the field of natural resource assessments with special reference to forest biodiversity is reviewed, progress in integrating data on biodiversity in forest management planning is presented and the information needs regarding biodiversity conservation and the question to what degree assessment methods for forest biodiversity can be simplified for practical applications are discussed. The book is intended for researchers and practitioners in the field of forest and environmental planning and environmental policies.

Forests represent a remnant wilderness of high recreational value in the densely populated industrial societies, a threatened natural resource in some regions of the world and a renewable reservoir of essential raw materials for the wood processing industry. In June 1992 the United Nations Conference on the Environment and Development (UNCED) in Rio de Janeiro initiated a world-wide process of negotiation with the aim of ensuring sustainable management, conservation and development of forest resources. Although there seems to be unanimous support for sustainable development from all quarters, there is no generally accepted set of indicators which allows comparisons to be made between a given situation and a desirable one. In a recent summary paper prepared by the FAO Forestry and Planning Division, Ljungman et al. (1999) find that forest resources continue to diminish, while being called upon to produce a greater range of goods and services and that calls for sustainable forest management will simply go unheeded if the legal, policy and administrative environment do not effectively control undesirable practices. Does the concept of sustainable forest management represent not much more than a magic formula for achieving consensus, a vague idea which makes it difficult to match action to rhetoric? The concept of sustainable forest management is likely to remain an imprecise one, but we can contribute to avoiding management practices that are clearly unsustainable.
