This book introduces the concept of new social risks in welfare state studies and explains their relevance to the comparative understanding of social policy in Europe. New social risks arise from shifts in the balance of work and family life as a direct result of the declining importance of the male breadwinner family, changes in the labour market, and the impact of globalization on national policy-making. They differ from the old social risks of the standardindustrial life-course, which were concerned primarily with interruptions to income from sickness, unemployment, retirement, and similar issues. This approach centres on a logic of individual rational action: people are the best judges of what serves their own interests and government should give them as much freedom of choice as possible. The UK has gone further than any other major European countryin reform and provides a useful object lesson.This book analyses the pressures on social citizenship from changes in work and the family, political actors, population ageing, and the processes within government in the relentless international process of globalization that have shaped the response. It examines the various social science approaches to agency and argues that the logic of rational action is able to explain how reciprocity arises and is sustained but offers a weak foundation for social inclusion and social trust. It will onlysustain part of the welfare state. A detailed assessment of empirical evidence shows how the outcomes of the new policy framework correspond to its theoretical strengths and limitations. Reforms have achieved considerable success in delivering mass services efficiently. They are much less successfulin redistributing to more vulnerable low income groups and in maintaining public trust in the structure of provision.The risk is that mistrustful and disquieted voters may be unwilling to support high spending on health care, pensions and other benefits at a time when they are most needed. Public Opinion, Ideology and State Welfare (1985) provides a comprehensive explanation of the patterns of ideas about the welfare state held by both academics and by the general public. It argues that the crisis in the welfare state in the 1980s was misunderstood by most writers in the UK - both on the left and on the right. It presents an alternative account of current developments both in the welfare state and in popular and academic thinking. The author reviews the state of popular thinking about the welfare state, the development of welfare policy since the Second World War, and the 1980s crisis - using new evidence to support his arguments in all these areas. He also puts forward a theory of ideology, based on a reinterpretation of Marx, to explain popular attitudes and their political impact, and to give an account of the development of theoretical work in social policy.
