This study examines issues of trade policy in the light of the experience of developing Asian economies. Case studies highlight rapidly unfolding issues in trade and development with reference to Sri Lanka, Malaysia, India, Indonesia, Pakistan, South Korea, Taiwan and Thailand.The issues explored include trade liberalization and industrial adjustment, employment and equity outcomes of export-oriented industrialization, the impact of structural adjustment reforms on savings and investment and the role of foreign direct investment in export expansion.

The Rise of Asia examines emerging trends and patterns of foreign trade and investment in Asia with a view to contributing to the policy debate on how development strategies should be adopted in response to challenges to economic globalization. The existing body of knowledge in this subject area has predominantly been shaped by the experiences of the newly industrialized countries (NICs) in East Asia. This volume is inspired by the conviction that generalization from the NIC experience is hazardous because the on-going process of economic globalization over the past two decades has dramatically transformed the international context of national development policy making. Moreover, as ‘embracing market’, albeit at varying degree and rapidly, has now become an Asia-wide phenomenon, it is vital to look at the issues from a broader relational perspective, paying attention to opportunities for intra-regional division of labour within the wider context of global economic integration.This book will be of interest to students and scholars with an interest in Asian studies, economics, political economy and globalization.

The link between trade liberalisation and poverty has arguably been one of the most debated topics in development policy debate. Existing studies on the subject have primarily used multi-country cross-sectional data, and there is a growing concern about the limitations of this approach in providing a sound empirical basis for informing the policy debate. These limitations point to the need for undertaking in-depth analyses within individual countries over time.In order to examine the connection between trade liberalisation and poverty, this book provides case studies of trade policy reforms and poverty reduction outcomes of seven countries in South Asia - Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. The South Asia region allows for an excellent comparative study given the widespread emphasis on liberalisation reforms in the region over the past two decades, as well as highlighting significant inter-country differences in terms of the timing and comprehensiveness of reforms, and the heavy concentration of world poverty in the region. The pandemic of 1918-20-commonly known as the Spanish flu-infected over a quarter of the world's population and killed over fifty million people. It is by far the greatest humanitarian disaster caused by an infectious disease in modern history. Epidemiologists and health scientists often draw on this experience to set the plausible upper bound (the 'worst case scenario') on future pandemic mortality. The purpose of this study is to piece together and analyse the scattered multi-disciplinary literature on the pandemic in order to place debates on the evolving course of the current COVID-19 crisis in historical perspective. The analysis focuses on the changing characteristics of pathogens and disease over time, the institutional factors that shaped the global spread, the demographic and socio-economic consequences, and pharmaceutical and non-pharmaceutical responses to the pandemic. In the light of the Malaysian experience during the Asian financial crisis, this book examines the role of international capital mobility in making countries susceptible to financial crises and the use of capital controls as a crisis management tool. Malaysia provides an interesting case study of this subject given its significant capital market liberalisation prior to the onset of the crisis, and its fundamental shift in crisis management policy in September 1998.The prime focus of the book is on Malaysia's radical policy decision to pursue an independent recovery path, cut off from world markets by a system of capital control, as a viable alternative to the conventional market centred approach. The analysis suggests that, against the initial dire predictions of many economists, the capital controls have actually played a crucial supportive role in crisis management. Whether the controls have played a special role in delivering a superior recovery outcome in Malaysia compared to IMF-program countries remains a point of contention. However, there is strong evidence to suggest that this pragmatic policy choice was instrumental in achieving recovery, while minimising potential economic disruption and related social costs.The book provides an integrated view of the modalities and working of the capital-control based recovery package in the context of a comprehensive survey of macroeconomic management in Malaysia and from a comparative East Asian perspective. Experience suggests that trade liberalization has contributed substantially to the remarkable growth of industrialised countries. However, for various reasons many developing countries have not yet been able to integrate successfully into global markets and reap the growth-inducing and poverty-reducing benefits of trade. This book argues that while developing countries are heavily represented in the WTO - accounting for about four-fifths of its membership - there is still plenty of scope for the world trading system to work more effectively in their interests.The book examines the achievements of the Uruguay Round of trade negotiations in reforming the world trading system and the challenges to future reforms. It begins with an overview of the genesis of the world trading system and moves on to examine the key issues as they relate to developing countries.
