Developing software for current and especially for future architectures will require knowledge about parallel programming techniques of applications and library p- grammers. Multi-core processors are already available today, and processors with a dozen and more cores are on the horizon. The major driving force in hardware development, the game industry, has - ready shown interest in using parallel programming paradigms, such as OpenMP for further developments. Therefore developers have to be supported in the even more complex task of programming for these new architectures. HLRS has a long-lasting tradition of providing its user community with the most up-to-date software tools. Additionally, important research and development projects are worked on at the center: among the software packages developed are the MPI correctness checker Marmot, the OpenMP validation suite and the M- implementations PACX-MPI and Open MPI. All of these software packages are - ing extended in the context of German and European community research projects, such as ParMA, the InterActive European Grid (I2G) project and the German C- laborative Research Center (Sonderforschungsbereich 716). Furthermore, ind- trial collaborations, i.e. with Intel and Microsoft allow HLRS to get its software production-grade ready. In April 2007, a European project on Parallel Programming for Multi-core - chitectures, in short ParMA was launched, with a major focus on providing and developing tools for parallel programming.

With the advent of multi-core processors, implementing parallel programming methods in application development is absolutely necessary in order to achieve good performance. Soon, 8-core and possibly 16-core processors will be available, even for desktop machines. To support application developers in the various tasks involved in this process, several different tools need to be at his or her disposal. This workshop will give the users an overview of the existing tools in the area of integrated development environments for clusters, various parallel debuggers, and new-style performance analysis tools, as well as an update on the state of the art of long-term research tools, which have advanced to an industrial level. The proceedings of the 2nd Parallel Tools Workshop guide participants by providing a technical overview to help them decide upon which tool suits the requirements for the development task at hand. Additionally, through the hands-on sessions, the workshop will enable the user to immediately deploy the tools.

Parallel Computing is at the verge of a new era. Multi-core processors make parallel computing a fundamental skill required by all computer scientists. At the same time, high-end systems have surpassed the Peta?op barrier, and s- ni?cant e?orts are devoted to the development of hardware and software te- nologies for the next-generation Exascale systems. To reach this next stage, processor architectures, high-speed interconnects and programming models will go through dramatic changes. The Message Passing Interface (MPI) has been the most widespread programming model for parallel systems of today. A key questions of upcoming Exascale systems is whether and how MPI has to evolve inordertomeettheperformanceandproductivitydemandsofExascalesystems. The main topics of the conference were message-passing systems - especially MPI, performance, scalability and reliability issues on very large scale systems.

The proceedings at hand are the outcome of the conference for young sci- tists titled Facing the Multicore-Challenge held at the Heidelberger Akademie der Wissenschaften, March 17-19, 2010. The conference focused on topics - lated to the impact of multicore and coprocessor technologies in science and for large-scale applications in an interdisciplinary environment. The conference was funded by the Heidelberger Akademie der Wissenschaften and placed emphasis on the support and advancement of young scientists. The aim of the conference was to bring together leading experts as well as motivated young researchers in order to discuss, recent developments, the present status of the ?eld, and its future prospects the exchange of ideas, in a pleasant atmosphere that stimulates. It was the designated goal to address current issues including mathematical modeling, design of parallel algorithms, aspects of microprocessor architecture, parallel programming languages, c- pilers, hardware-aware computing, heterogeneous platforms, emerging archit- tures, tools, performance tuning, and requirements for large-scale applications. Thisbroadrangeofissuesisre?ectedbythepresentconferenceproceedings.The results of the presented research papers clearly show the potential of emerging technologiesintheareaofmulticoreandmanycoreprocessorsthatarepavingthe way towards personal supercomputing.However, many issues related to parallel programmingenvironments, developmentof portable and future-proof concepts, and the design of scalable and manycore-ready algorithms still need to be - dressed in future research. Some of these points are the subject of the presented papers.

Die Theorie des dialogischen Rechts versucht, auf die Herausforderungen der globalisierten Gesellschaft Antwort zu geben, indem sie den traditionellen Kategorien von Krieg und Frieden, Gewalt und Kommunikation und der Unvereinbarkeit der Kulturen das Prinzip Dialog entgegensetzt. Im ersten Teil entfaltet Rolf-Peter Calliess eine Rechtstheorie, die den gesamten Rechtsprozess als dialogisch strukturiert begreift. Im zweiten Teil entwickelt er eine Theorie der Strafe, die deren Funktion als Bürgerschutzrecht vor staatlicher Bevormundung betont. Entgegen dem anhaltenden Trend zur Überordnung der Sicherheitsinteressen über die Freiheitsrechte der Bürger beharrt der Autor darauf, dass die westliche Zivilgesellschaft auf die produktive Kraft freier Kommunikationsprozesse angewiesen ist. Im dritten Teil geht es schließlich um die Ausgestaltung der Sanktionen. Sozialstaatliches Strafen bedeutet weder unangebrachte Nachsicht noch resignative Hinnahme verlorener Generationen und multikultureller Eigenwelten. Sozialisationsfehler schützen nicht vor Strafe, doch der Sozialstaat steht in der Pflicht, effektive Angebote zur zukünftigen Integration in die Gesellschaft zu machen.
