Dabei analysiert er, welche Ereignisse und Prozesse von den Abgeordneten als Krisen wahrgenommen wurden, in welcher Weise und aus welchem Grund dies geschah. Zudem untersucht er das parlamentarische Selbstverständnis und die europapolitischen Vorstellungen in Krisendiskursen.Die Analyse der Plenardebatten zeigt, dass ein sich etablierender übergeordneter Krisendiskurs prägend für das parlamentarische Selbstverständnis, die Selbstverortung und für die Abgrenzung gegenüber den anderen Institutionen war. Der Metadiskurs fungierte als Bindemittel über nationale und parteipolitische Grenzen hinweg und setzte sich im Parlament als dominantes Deutungsmuster der politischen Gegenwart durch.Steinberg leistet einen Beitrag zur Erforschung von Krisen der EU, der Geschichte des Europäischen Parlaments sowie zur Bewertung der 1970er Jahre aus integrationspolitischer Sicht.
