Geography and Ownership as Bases for Economic Accounting provides a forum for leading specialists in trade and international economics to explore whether changes in the world economy have increased the usefulness of international accounts drawn up on the basis of ownership rather than on geography. Economists wish to compare prices, real income, and output across countries and regions for many purposes. In the past, such comparisons were made in nominal terms, or by using exchange rates across countries, ignoring differences in price levels and thus distorting the results. Great progress has been made in interspatial comparisons in the past thirty years, but descriptions and discussions of the new measures have been scattered in unpublished or inaccessible papers. International and Interarea Comparisons of Income, Output, and Prices includes discussions of developments in the United Nations International Comparison Program, the largest effort in this field, and in the ICOP program on the production side, including efforts in both to extend the comparisons to the formerly planned economies. Other papers in this volume explore new programs on interspatial comparisons within the United States. There are also theoretical papers on how interspatial comparisons should be made and several examples of uses of such comparisons.

There is probably no concept other than saving for which U.S. official agencies issue annual estimates that differ by more than a third, as they have done for net household saving, or for which reputable scholars claim that the correct measure is close to ten times the officially published one. Yet despite agreement among economists and policymakers on the importance of this measure, huge inconsistencies persist. Contributors to this volume investigate ways to improve aggregate and sectoral saving and investment estimates and analyze microdata from recent household wealth surveys. They provide analyses of National Income and Product Account (NIPA) and Flow-of-Funds measures and of saving and survey-based wealth estimates. Conceptual and methodological questions are discussed regarding long-term trends in the U.S. wealth inequality, age-wealth profiles, pensions and wealth distribution, and biases in inferences about life-cycle changes in saving and wealth. Some new assessments are offered for investment in human and nonhuman capital, the government contribution to national wealth, NIPA personal and corporate saving, and banking imputation.

For decades governments, politicians, and trade unions have feared that firms investing abroad involved a loss of employment and a decline in wages for the home country, the implied assumption being that global production and consumption are somehow fixed. Similarly, research on multinational firms has tended to present them as having a number of alternatives - export, licensing or foreign direct investment - for the exploitation of fixed foreign markets.In reality, the complex relationships between parent companies and their foreign affiliates must be examined very carefully and with the most disaggregated statistics available if we are to get an accurate understanding of firms impacts.
