This edited volume is the fifth in the Japan Decides series and the premier venue for scholarly research on the 2024 general election for the Japanese House of Representatives. The 2024 election was historic, with Japan's long-ruling LDP suffering its second worst showing at the ballot box since it was founded. The volume features a broad range of scholarship from top researchers in Japan, the United States, and Europe. After an introduction that sets the stage, the second section analyzes political parties, including the LDP, CDP, Komeito, and Ishin. The third section explores the campaign, and features chapters on the policy positions of candidates, social media, public opinion, party manifestos, and turnout. The fourth section analyzes the major policy issues surrounding the election, including the Unification Church and money scandals, women’s representation, LGBTQ+ rights, childcare, macroeconomics and inflation, and Japan’s role in the global economy. The conclusion synthesizes the original research in the volume’s chapters to provide a coherent overall explanation for understanding the election in both historical and comparative perspective.

The study of Japanese politics is a vibrant field that has changed substantially over time. This work provides an in-depth exploration of current research. Moreover, it addresses theoretical questions and empirical issues that will guide research on Japan for years to come and thus serves as a key resource for scholars, students, and practitioners.Through more than 40 chapters by leading specialists, the Oxford Handbook of Japanese Politics examines major aspects of both domestic politics and international relations. In addition to providing a broad overview of contemporary Japanese politics, the chapters are united by a shared question: what is the nature and quality of Japanese democracy? Contributors consider this matter alongside their individual subjects, which together comprehensively address the central research topics of the field.

No subject is more central to the study of politics than elections. All across the globe, elections are a focal point for citizens, the media, and politicians long before--and sometimes long after--they occur. Electoral systems, the rules about how voters' preferences are translated into election results, profoundly shape the results not only of individual elections but also of many other important political outcomes, including party systems, candidate selection, and policy choices. Electoral systems have been a hot topic in established democracies from the UK and Italy to New Zealand and Japan. Even in the United States, events like the 2016 presidential election and court decisions such as Citizens United have sparked advocates to promote change in the Electoral College, redistricting, and campaign-finance rules. Elections and electoral systems have also intensified as a field of academic study, with groundbreaking work over the past decade sharpening our understanding of how electoral systems fundamentally shape the connections among citizens, government, and policy. This volume provides an in-depth exploration of the origins and effects of electoral systems.

Key party goals serve to advance a policy brand and maximize seats in the legislature. This book offers a theory of how political parties assign their elected members -- their "personnel" -- to specialized legislative committees to serve collective organizational goals, here known as "party personnel strategies". Individual party members vary in their personal attributes, such as prior occupation, gender, and local experience. Parties seek to harness the attributes of their members by assigning them to committees where their expertise is relevant, and where they may enhance the party''s policy brand. However, under some electoral systems, parties may need to trade-off the harnessing of expertise against the pursuit of seats, instead matching legislators according to electoral situation (e.g. marginality of seat) or characteristics of their constituency (e.g. population density). This book offers an analysis of the extent to which parties trade these goals by matching the attributes of their personnel and their electoral needs to the functions of the available committee seats. The analysis is based on a dataset of around six thousand legislators across thirty-eight elections in six established parliamentary democracies with diverse electoral systems.

Although local neighborhood associations are found in many countries, Japan’s are distinguished by their ubiquity, scope of activities, and very high participation rates, making them important for the study of society and politics. Most Japanese belong to one local neighborhood association or another, making them Japan’s most numerous civil society organization, and one that powerfully shapes governance outcomes in the country. And, they also often blur the state-society boundary, making them theoretically intriguing.Neighborhood Associations and Local Governance in Japan draws on a unique and novel body of empirical data derived from the first national survey of neighborhood associations carried out in 2007 and provides a multifaceted empirical portrait of Japan’s neighborhood associations. It examines how local associational structures affect the quality of local governance, and thus the quality of life for Japan’s citizens and residents, and illuminates the way in which these ambiguous associations can help us refine civil society theory and show how they contribute to governance. As well as outlining the key features of neighbourhood associations, the book goes on to examine in detail the way in which neighbourhood associations contribute to governance, in terms of social capital, networks with other community organizations, social service provision, cooperation with local governments and political participation. This book will be welcomed by students and scholars of Japanese politics, Japanese society, anthropology, urban studies as well as those interested in social capital and civil society.
Rise and Fall of Japan's LDP
Political Party Organizations As Historical Institutions

After holding power continuously from its inception in 1955 (with the exception of a ten-month hiatus in 1993–1994), Japan's Liberal Democratic Party (LDP) lost control of the national government decisively in September 2009. Despite its defeat, the LDP remains the most successful political party in a democracy in the post–World War II period. In The Rise and Fall of Japan's LDP, Ellis S. Krauss and Robert J. Pekkanen shed light on the puzzle of the LDP's long dominance and abrupt defeat. Several questions about institutional change in party politics are at the core of their investigation: What incentives do different electoral systems provide? How do politicians adapt to new incentives? How much does structure determine behavior, and how much opportunity does structure give politicians to influence outcomes? How adaptable are established political organizations? The electoral system Japan established in 1955 resulted in a half-century of "one-party democracy." But as Krauss and Pekkanen detail, sweeping political reforms in 1994 changed voting rules and other key elements of the electoral system. Both the LDP and its adversaries had to adapt to a new system that gave citizens two votes: one for a party and one for a candidate. Under the leadership of the charismatic Koizumi Junichiro, the LDP managed to maintain its majority in the Japanese Diet, but his successors lost popular support as opposing parties learned how to operate in the new electoral environment. Drawing on the insights of historical institutionalism, Krauss and Pekkanen explain how Japanese politics functioned before and after the 1994 reform and why the persistence of party institutions (factions, PARC, koenkai) and the transformed role of party leadership contributed both to the LDP's success at remaining in power for fifteen years after the reforms and to its eventual downfall. In an epilogue, the authors assess the LDP's prospects in the near and medium term.

Recent elections in Japan have been dramatic, and the 2021 general election was no exception. Worldwide turmoil caused by the coronavirus (COVID-19) pandemic, as well as domestic uncertainty following the resignation of long-serving Liberal Democratic Party (LDP) Prime Minister Abe Shinzō, left many voters and political observers wondering whether his successors were up to the task of leading the country through the crisis. In the end, the LDP and coalition partner Kōmeitō eked out an electoral victory—but one that masks important changes in the party system and nuanced changes in voter behavior and preferences. This fourth volume in the Japan Decides series features a comprehensive collection of analyses from leading experts, covering the legacy of Abe’s tenure in office, the state of the LDP and other parties, the impact of COVID-19 and the postponed 2020 Tokyo Summer Olympics, and many other important topics in contemporary party politics and domestic and foreignpolicy.

Nonprofits and Advocacy
Engaging Community and Government in an Era of Retrenchment

Tillfälligt slut
When the Susan G. Komen foundation pulled funding for Planned Parenthood's breast exam program, the public uproar brought new focus to the high political and economic stakes faced by nonprofit organizations. The missions of 501(copyright)(3) and 501(copyright)(4) organizations, political action committees, and now Super PACs have become blurred as issues of advocacy and political influence have become increasingly entangled. Questions abound: Should a nonprofit advocate for its mission and its constituents with a goal of affecting public policy? What are the limits of such advocacy work? Will such efforts fundamentally jeopardize nonprofit work? What can studies of nonprofit advocacy efforts reveal? Editors Robert J. Pekkanen, Steven Rathgeb Smith, and Yutaka Tsujinaka recognize the urgent need for relevant research and insight into these issues as direct and indirect government services are squeezed by federal cutbacks. Nonprofits and Advocacy defines advocacy and clarifies the differences among advocacy, lobbying, political activity, and education, as well as advocacy measurements.Providing original empirical data and innovative theoretical arguments, this comparative study is organized into two parts. The first part focuses on local and national dimensions of nonprofit advocacy, and the second part looks at organizational politics and strategies. The conclusion considers basic questions about nonprofit advocacy and seeks to draw lessons from research efforts and practice. Providing a critical look at the multidimensional roles and advocacy efforts of nonprofits, this volume will be valued by scholars, students, leaders, and activists-many of whom advocate for the interests of their organizations while delivering services to their organizations' constituents. The research is also relevant for policymakers involved in cross-sector public policy initiatives as they strive to provide more efficient public-private solutions to challenging governance issues.
