Die grundlegende Frage, ob relevante Infrastruktur wie die Eisenbahn in staatliche oder private Hande gehort, ist kontrovers. Je nach dem gerade vorrangigen volkswirtschaftlichen und politischen Verstandnis eines Landes und der Zufriedenheit mit dem Eisenbahnsystem, kann ein Ruf nach Privatisierung - oder auch nach einer Ruckverstaatlichung - schnell auf die politische Agenda geraten. Ein genauer Blick in das privatisierte britische und das staatliche osterreichische Eisenbahnsystem soll Aufschluss geben. Mehr als zehn Jahre sind bereits vergangen, seit die Deutsche Bahn unter ihrem damaligen Chef Hartmut Mehdorn privatisiert werden sollte. In letzter Minute wurden die Plane vom damaligen Finanzminister Peer Steinbruck gestoppt. Aufgrund der 2008 kursierenden Finanzkrise hatte der Borsengang der DB nur etwa die Halfte der ursprunglich geplanten Erlose eingebracht. Seither ist die bereits in der Bahnreform von 1994 geplante Privatisierung in Deutschland nicht weiterverfolgt worden. Dennoch ist die grundlegende Frage, ob solch relevante Infrastruktur in staatliche oder private Hande gehort, latent vorhanden. Je nach dem gerade vorrangigen volkswirtschaftlichen und politischen Verstandnis eines Landes und der Zufriedenheit mit dem Eisenbahnsystem, kann ein Ruf nach Privatisierung oder auch nach einer Ruckverstaatlichung schnell auf die politische Agenda geraten. Ein Beispiel fur Letzteres gab es jungst in Gro britannien. Dort fahrt die bis dato private Northern Rail als Teil des liberalisierten Eisenbahngeflechts seit Marz dieses Jahres wieder unter staatlicher Kontrolle.

The discipline of formal concept analysis (FCA) is concerned with the form- ization of concepts and conceptual thinking. Built on the solid foundation of lattice and order theory, FCA is ?rst and foremost a mathematical discipline. In practice, FCA provides a powerful framework for the qua- tative, formal analysis of data, as demonstrated by numerous applications in diverse areas. Likewise, it emphasizes the aspect of human-centered information processing by employing visualization techniques capable of revealing inherent structure in data in an intuitively graspable way. FCA thereby contributes to structuring and navigating the ever-growing amount of information available in our evolving information society and supports the process of turning data into information and ultimately into knowledge. In response to an expanding FCA community, the International Conference on Formal Concept Analysis (ICFCA) was established to provide an annual opportunity for the exchange of ideas. Previous ICFCA conferences were held in Darmstadt (2003), Sydney (2004), Lens (2005), Dresden (2006), Clermont- Ferrand (2007), as well as Montreal (2008) and are evidence of vivid ongoing interest and activities in FCA theory and applications. The nature of conceptual thinking constitutes a central topic in a variety of scienti?c disciplines. Since 1993, the International Conference on Conceptual Structures (ICCS) has served as a platform that brings together researchersand practioners in information and computer sciences as well as social science to explore novel ways of representing and analyzing conceptual knowledge. Ori- nally centered around research on knowledge representation and reasoning with conceptual graphs, over the years ICCS has broadened its scope to include in- vations from a wider range of theories and related practices, among them other forms of graph-based formalisms like RDF or existential graphs, formal concept analysis, Semantic Web technologies, ontologies, concept mapping and more. Today, ICCS draws inspiration from areas as diverse as arti?cial intelligence, knowledge representation and reasoning, applied mathematics and lattice t- ory, computational linguistics, conceptual modeling and design, diagrammatic reasoning and logic, intelligent systems and knowledge management. In addition to vivid conferences, the vibrancy of the ?eld is documented by two recently published books (Hitzler, Scha ..rfe (Eds): Conceptual Structures in Practice and Chein, Mugnier: Graph-based Knowledge Representation: C- putational Foundations of Conceptual Graphs) as well as by an ISO standard ("Common Logic", ISO/ IEC 24707) which orginated in this community.
