How can countries decide what kind of military forces they need, if threats are uncertain and history is full of strategic surprises? This is a question that is more pertinent than ever, as countries across the Asia-Pacific are faced with the military and economic rise of China. Uncertainty is inherent in defence planning, but different types of uncertainty mean that countries need to approach decisions about military force structure in different ways. This book examines four different basic frameworks for defence planning, and demonstrates how states can make decisions coherently about the structure and posture of their defence forces despite strategic uncertainty. It draws on case studies from the United States, Australian and New Zealand, each of which developed key concepts for their particular circumstances and risk perception in Asia. Success as well as failure in developing coherent defence planning frameworks holds lessons for the United States and other countries as they consider how best to structure their military forces for the uncertain challenges of the future.

The Australia-United States Alliance has been critical to Australian foreign and defence policy since the ANZUS Treaty was signed in 1951. For 63 years it has been an enduring feature of Australian defence planning, yet the contemporary alliance is, arguably, in one of the more important phases of reinterpretation in its long history. The authors develop a holistic conception of ’nuclear policy’ that extends across the three distinct but related spheres - strategic, economic and normative - that have arisen from the basic ’dual-use’ dilemma of nuclear technology. Existing scholarship on Australia’s nuclear policy has generally grappled with each of these spheres in isolation. In a fresh evaluation of the field, the authors investigate the broader aims of Australian nuclear policy and detail how successive Australian governments have engaged with nuclear issues since 1945. Through its holistic approach, the book demonstrates the logic of seemingly conflicting policy positions at the heart of Australian nuclear policy, including simultaneous reliance on US extended deterrence and the pursuit of nuclear disarmament. Such apparent contradictions highlight the complex relationships between different ends and means of nuclear policy.
