Societies perceive "Reform" or "Reforms" as substantial changes and significant breaks which must be well-justified. The Enlightenment brought forth the idea that the future was uncertain and could be shaped by human beings. This gave the concept of reform a new character and new fields of application. Those who sought support for their plans and actions needed to reflect, develop new arguments, and offer new reasons to address an anonymous public. This book aims to compile these changes under the heuristic term of "languages of reform." It analyzes the structures of communication regarding reforms in the 18th century through a wide variety of topics.

Engaging Transculturality is an extensive and comprehensive survey of the rapidly developing field of transcultural studies. In this volume, the reflections of a large and interdisciplinary array of scholars have been brought together to provide an extensive source of regional and trans-regional competencies, and a systematic and critical discussion of the field’s central methodological concepts and terms. ‘Ordering the World’ – a slogan originally employed by Chinese government reformers in the eighteenth century – addresses ideas and practices within the administrative field in Asia and Europe. The volume focusses on the transcultural transfer of notions of order, bureaucratic efficiency and bureaucratic ethos as well as their implementation by the adoption of foreign institutions from the sixteenth to the early twentieth century. The sixteen case studies thereby open up the historical dimension of European and Asian bureaucracies and explore the often asymmetrical transfer of administrative notions, ideas and practices as well as their transformation in different cultures. The authors from both Asia and Europe thereby make decisive forays into a global intellectual history of public administration – an issue, which has hardly been touched upon before in academia.

This book enters new territory by moving toward a new conceptual framework for comparative and interdisciplinary research on transcultural state formation. Once more, statehood and governance are highly discussed topics, whereby modern state building is often considered to be a genuinely European characteristic, despite the fact that early modern Europeans knew of, experienced and grappled with highly developed states in Asia. The articles collected in this book discuss how strategies of governance were part of transcultural transfers between the two continents. The first part presents and discusses concepts of statehood in order to provide a set of conceptual tools for analyzing the transcultural appropriation of governmental strategies. The second part is concerned with case studies that examine the transcultural perception of governance, and the third and final part gathers perspectives on political practice in transcultural encounters (e.g. military, administration, and diplomacy)
