This book explores France’s African intervention policy and related legitimation strategies through the United Nations, the European Union, and various ad hoc multilateral frameworks. France’s enduring ability to project military power on the African continent and influence political events there has been central to its self-perception as a major power. However, since the end of the cold war, France’s paternalistic interference has been increasingly questioned, not least by African audiences. This has produced a gradual and somewhat reluctant turn to multilateralism on the part of French leaders. Drawing on in-depth case studies of recent French intervention policy, this edited volume critically assesses France’s efforts to reassure critics by securing multilateral endorsements; share burdens and liabilities through collective implementation; and re-affirm its status as a major power by spearheading complex missions.

This new edited volume examines contemporary European security from three different standpoints. It explores security dynamics, first, within Europe; second, the interaction patterns between Europe and other parts of the world (the United States, Africa, the Middle East, China and India); and, finally, the external perceptions of European security.

The first part of the book analyses the European security landscape. The roles of EU, NATO and the OSCE are given particular attention, as is the impact of their evolution- or enlargement- on the European security architecture and European security dynamics. In this context, Russia’s repositioning as a major power appears as a shaping factor of contemporary European geopolitics. The second part presents European security from an external perspective and considers interactions between Europe and other states or regions. Security trends and actors in Europe are examined from an American, Chinese, and Indian perspective, while Europe--Africa and Europe--Middle East relations are also addressed.

This book will be of great interest to students of European Security, European politics and IR in general.

This book explores the possible consequences of the events of 11 September 2001, and of the ''fight against terrorism'', the way peace operations are perceived and conducted, and the way that states, international organizations such as NATO or the EU and non-state actors, consider these operations.The 11 September attacks illustrate the widening of the security agenda, the persistence of instability and the need to deal with it in both a preventive and a curative way. The events have had a major impact on US foreign and defence policies, on security policies, on the hierarchy of priorities, and US views of peace operations around the world.This book shows that these different elements mean that the ''international'' environment of peace operations is likely to be modified, while the ''local'' environment has remained largely unchanged.

Recent events in the Democratic Republic of Congo (DRC) and Mali remind us that violence remains endemic and continues to hamper the institutional, social and economic development of the African continent. Over the years, an increasing number of actors have become involved in the effort to bring peace to Africa.
