This volume considers general issues covering the contribution of information and communication technology (ICT) to the development of learning, the role and potential of E-learning, computer supported collaborative learning and innovative pedagogy, as well as very focused issues such as online knowledge communities, the characteristics of agents and multimedia animation. With many "state-of-the-art" contributions, the book addresses the following themes: the e-literate society; the role of informatics, computer science and ICT; + ICT; agent of change and social conflict; E-learning; meeting the challenge of technology on society through new partnerships; and paradigm shifts in education and professional life. Engineering the Knowledge Society (EKS) - Event of the World Summit on the Information Society (WSIS) This book is the result of a joint event of the World Federation of Engineering Organisations (WFEO) and the International Federation for Information Processing (IFIP) held during the World Summit on the Information Society (WSIS) in Geneva, Switzerland, December 11 - 12, 2003. The organisation was in the hands of Mr. Raymond Morel of the Swiss Academy of Engineering Sciences (SATW). Information Technology (or Information and Communication Technology) cannot be seen as a separate entity. Its application should support human development and this application has to be engineered. Education plays a central role in the engineering of Information and Communication Technology (ICT) for human support. The conference addressed the following aspects: Lifelong Learning and education,- inclusion, ethics and social impact, engineering profession, developing- society, economy and e-Society. The contributions in this World Summit event reflected an active stance towards human development supported by ICT. A Round Table session provided concrete proposals for action.

SECIII-Social, Ethical and Cognitive Issues of Informatics and ICT Welcome to the post-conference book of SECIII, the IFIP Open Conference on Social, Ethical and Cognitive Issues of Informatics and ICT (Information and Communication Technology) which took place from July 22-26, 2002 at the University of Dortmund, Germany, in co-operation with the German computer society (Gesellschaft flir Informatik). Unlike most international conferences, those organised within the IFIP education community are active events. This wasn't a dry academic conference - teachers, lecturers and curriculum experts, policy makers, researchers and manufacturers mingled and worked together to explore, reflect and discuss social, ethical and cognitive issues. The added value lies in what they, the participants, took away in new ideas for future research and practice, and in the new networks that were formed, both virtual and real. In addition to Keynote Addresses and Paper Presentations from international authors, there were Provocative Paper sessions, Case Studies, Focussed Debates and Creative Exchange sessions as well as professional Working Groups who debated particular themes. The Focussed Debate sessions helped to stimulate the sense of engagement among conference participants. A Market Place with follow-up Working Groups was a positive highlight and galvanised participants to produce interesting reports. These were presented to the conference on its last day. Cross-fertilisation between the papers generated some surprising and useful cross-referencing and a plethora of social, ethical and cognitive issues emerged in the discussions that followed the paper presentations.

Also included are papers from the chairpersons of the six IFIP Working Groups on education (elementary/primary education, secondary education, university education, vocational education and training, research on educational applications and distance learning). In these papers the work in the groups is explained and a basis is given for the work of Professional Groups during the world conference. In the Professional Groups experts share their experience and expertise with other expert practitioners and contribute to a postconference report which will determine future actions of IFIP with respect to education.
