Now in its eighth edition, a essential resource on the more than century-old conflict in the Middle East In print for nearly half a century, and now in its eighth edition, The Israel-Arab Reader is an authoritative guide to over a century of conflict in the Middle East. It covers the full spectrum of a violent and checkered history—the origins of Zionism and Arab nationalism, the struggles surrounding Israel’s independence in 1948, the Six-Day War and other wars and hostilities over the decades, and the long diplomatic process and many peace initiatives.   Arranged chronologically and without bias by two veteran historians of the Middle East, this comprehensive reference brings together speeches, letters, articles, and reports involving all the major interests in the area. The eighth edition features a new introduction as well as a large new section—more than 40 pages—recounting developments over the last decade, including the intra-Palestinian factional strife between Fatah and Hamas, the roles played by Egypt and Iran in the region, enduring arguments over a two-state solution and the right of return for Palestinian refugees, and issues of human rights abuse and terrorism.

For thirty years the director of the Wiener Library in London-the leading institute for the study of anti-Semitism-Walter Laqueur here offers both a comprehensive history of anti-Semitism as well as an illuminating look at the newest wave of this phenomenon.Laqueur begins with an invaluable historical account of this pernicious problem, tracing the evolution from a predominantly religious anti-Semitism-stretching back to the middle ages-to a racial anti-Semitism that developed in the late 19th and early 20th centuries. The author then uses this historical account as backdrop to a brilliant analysis of the newest species of anti-Semitism, explaining its origins and rationale, how it manifests itself, in what ways and why it is different from anti-Semitism in past ages, and what forms it may take in the future. The book reveals that what was historically a preoccupation of Christian and right-wing movements has become in our time even more frequent among Muslims and left-wing groups. Moreover, Laqueur argues that we can't simply equate this new anti-Semitism with anti-Zionism and write it off as merely anti-Israel sentiments. If Israel alone is singled out for heated condemnation, is the root of this reaction simply anti-Zionism or is it anti-Semitism? Here is both a summing up of the entire trajectory of anti-Semitism--the first comprehensive history of its kind--and an exploration of the new wave of anti-Semitism. "Walter Laqueur provides us with powerful new insights into an age-old problem. Distinguished scholarship and an authoritative moral voice are the hallmarks of this important book. Anyone wanting to understand the history and persistence of anti-Jewish hatred should read it."--Abraham H. Foxman, National Director, Anti-Defamation League

Young Germany explores the revolt of the younger generation in Germany from 1896 to 1933. It is a readable history of the Free Youth Movement, one of the most significant factors in shaping modern Germany. Laqueur, who grew up in Germany, retraces the history of the movement, its central ideas, and its cultural background.Today his study is of even greater interest and importance than when it was first published in 1962. In his new introduction to this edition, Laqueur shows that the German Youth Movement can be seen as a precursor of contemporary youth revolt. It inspired all of the ideas which continue to preoccupy proponents and students of generational conflict today.

Walter Laqueur as been hailed as "one of our most distinguished scholars of modern European history" in the New York Times Book Review. Robert Byrnes, writing in the Journal of Modern History, called him "one of the most remarkable men in the Western world working in the field." Over a span of three decades, in books ranging from Russia and Germany to the recent Black Hundred, he has won a reputation as a major writer and a provocative thinker. Now he turns his attention to the greatest enigma of our time: the rise and fall of the Soviet Union. In The Dream that Failed, Laqueur offers an authoritative assessment of the Soviet era--from the triumph of Lenin to the fall of Gorbachev. In the last three years, decades of conventional wisdom about the U.S.S.R. have been swept away, while a flood of evidence from Russian archives demands new thinking about old assumptions. Laqueur rises to the challenge with a critical inquiry conducted on a grand scale. He shows why the Bolsheviks won the struggle for power in 1917; how they captured the commitment of a young generation of Russians; why the idealism faded as Soviet power grew; how the system ultimately collapsed; and why Western experts have been so wrong about the Communist state. Always thoughtful and incisive, Laqueur reflects on the early enthusiasm of foreign observers and Bolshevik revolutionaries--then takes a piercing look at the totalitarian nature of the Soviet Union. We see how Communist society stagnated during the 1960s and ''70s, as the economy wobbled to the brink; we also see how Western observers, from academic experts to CIA analysts, made wildly optimistic estimates of Moscow''s economic and political strength. Just weeks before the U.S.S.R. disappeared from the earth, scholars were confidently predicting the survival of the Soviet Union. But in underscoring the rot and repression, he also notes that the Communist state did not necessarily have to fall when it did, and he examines the many factors behind the collapse (the pressure from Reagan''s Star Wars arms program, for instance, and ethnic nationalism). Some of these same problems, he finds, continue to shape the future of Russia and the other successor states. Only now, in the rubble of this lost empire, are we coming to grips with just how wrong our assumptions about the U.S.S.R. had been. In The Dream That Failed, an internationally renowned historian provides a new understanding of the Soviet experience, from the rise of Communism to its sudden fall. The result of years of research and reflection, it sheds fresh light on a central episode in our turbulent century.

Here is both a summing up of the entire trajectory of anti-Semitism--the first comprehensive history of its kind--and an exploration of the new wave of anti-Semitism that will be of interest to all concerned about the future of Jews, Judaism, and Israel.

The know-how and materials required to produce biological warfare agents are the same as those required for medical and veterinary products; biological warfare technology is quickly spreading across the globe. In this new study, Barend ter Haar argues that a policy of nonproliferation might slow down the current trend toward worldwide deployment of biological weapons, but it is ultimately doomed without a strengthened ban on them.Ter Haar discusses the Biological Weapons Convention of 1972, which did not categorically prohibit activities leading to biological weapons and failed to provide confidence-building measures and allegation procedures. He evaluates the confidence measures added in the 1986 Second Review Conference, and demonstrates how they were neglected by some countries. Ter Haar concludes that the Convention measures are almost unverifiable and proposes a stronger, universal ban that includes improved procedures, regular consultative meetings, extended information exchange restrictions, routine verification, challenge inspections, and other measures. This study is an important resource for professionals, students, and scholars of diplomacy, disarmament, international relations, and the protection of the environment.

This volume offers a full account of the December 1989 revolution that toppled the Communist dictatorship of Nicolae Ceausescu in Romania. Based on the author's personal investigation and interviews, extensive screening of the Romanian and international press, and critical examination of sources and interpretations, it offers a full and objective analysis of a complex, often puzzling series of events. Nestor Ratesh explores the economic, social, and human disaster that led to the uprising, and then chronicles the seven days of the revolution from its inception in the western city of Timisoara to its climax in Bucharest on December 22, 1989, when Ceausescu fled the city. The bloody and confused aftermath is examined from different angles, with surprising details and telling portraits of the main players, some of whom the author knows personally.Ratesh skeptically scrutinizes the revelations, hints, and rumors of conspiracies that reportedly either caused the revolution--or hijacked it. Evidence available so far points toward a genuinely spontaneous popular uprising during which large segments of the army and secret police slowly realized that the fall of the regime was imminent. They first blinked, then searched for ways to save themselves--forcing Ceausescu to flee and bringing into power both new and old politicians who represented change to the masses but maintained relative stability in the power structure. The paradox that an essentially anti-Communist revolution would produce a regime controlled by former Communists has dominated most of the developments since then. The book concludes by examining the ensuing months of dislocation and commotion. Clearly the December revolution remains unfulfilled, entangled in a myriad of contradictions, obstacles, intrigues, lies, rivalries, ineptitude, and plain wrongdoing.

Rarely if ever have the political, economic, and military foundations of the Western Alliance been in such a state of flux. Walter Laqueur and Leon Sloss, therefore, deserve credit not just for the quality of the analysis in this superb book but also for the timeliness of its appearance. As Laqueur says in his chapter "Touring the Western European Defense Hori zon," if the likely development of European defense policies is not particularly reassuring, at least it gives no grounds for despair. The list of problems we face is a daunting one. First there is the spiralling cost of defense expenditures, particularly in the absence of significant NATO or inter-European cooperation. This is particu larly serious in light of the reluctance to increase, or even maintain, current expen ditures in the midst of Mikhail Gorbachev's "peace offensive" and the extraordinary changes in Eastern Europe, both of which have had a dramatic impact on Western public opinion. There is also a problem in the perceived relative economic decline of the United States vis-a-vis Western Europe and Japan, which only exacerbates calls to reduce the number of American troops in Europe. Other dangers to the political cohesion and military credibility of the alliance include demographic trends that threaten current manpower levels, transatlantic acrimony over the burden-sharing issue, and political pressures (particularly in West Germany) toward denucleariza tion and even neutralism.

From one of the most distinguished historians of our time comes the definitive general history of the Zionist movement.

This book deals with guerrilla warfare; it does not aim at presenting a universal theory, for such a theory would be either exceedingly vague or exceedingly wrong. The present volume is the first part of a wider study which, the author believes, has not been attempted before - a critical interpretation of guerrilla and terrorist theory and practice

This book presents a critical interpretation of guerrilla and terrorist theory and practice throughout history to the present age. It deals with the facts of guerrilla warfare and intends to demythologize guerrilla warfare, without belittling its importance.

Having been exposed early in life to the dangers of extreme nationalism, journalist and historian Walter Laqueur chose to align his thinking with Victor Hugo’s ideal of a “European Brotherhood” where the European nations would merge into a “superior unit” overcoming war and strife. However, as time wore on and consolidating national solidarities seemed ever more impossible, Laqueur became more of a pessimist. Today, he still hopes for unity, but doubts that it will ever come to pass. This volume represents the culmination of thought of a most noteworthy, contemporary historian. Reflections of a Veteran Pessimist is divided into four sections: Europe in Decline, Jews in the Twentieth Century, Russia after the Soviet Union, and Observations. Having lived under the Nazi regime, Laqueur is keenly aware of the dangers posed by strident nationalism in Europe and rampant religious zealotry in the Middle East. Reflecting on the lingering financial crisis in Europe, Laqueur observes its serious consequences—populist movements and growing opposition to European integration. He notes that the influx of refugees resulting from Middle Eastern instability have sharpened the challenges facing Europe and weakened its unity. Laqueur also examines the growth of authoritarian nationalism in Russia and the de facto renewal of the Cold War with the West.Offering fascinating insights into a range of themes across the period, this book is valuable reading for all those interested in twentieth-century European, Russian and Jewish history.

The present volume is the first part of a wider study which, the author believes, has not been attempted before - a critical interpretation of guerrilla and terrorist theory and practice

As the author makes clear, every book has a history; Guerrilla Warfare is no exception. Together with its sequel Terrorism (and two companion readers) it was part of a wider study: to give a critical interpretation of guerrilla and terrorism theory and practice throughout history. It did not aim at providing a general theory of political violence, nor did it give instructions on how to conduct guerrilla warfare and terrorist operations. Its aim remains to bring about greater semantic and analytic clarity, and to do so at psychological as well as political levels. While the word guerrilla has been very popular, much less attention has been given to guerrilla warfare than to terrorism - even though the former has been politically more successful. The reasons for the lack of detailed attention are obvious: guerrilla operations take place far from big cities, in the countryside, in remote regions of a nation. In such areas there are no film cameras or recorders. In his probing new introduction, Laqueur points out that a review of strategies and the fate of guerrilla movements during the last two decades show certain common features. Both mainly concerned nationalists fighting for independence either against foreign occupants or against other ethnic groups within their own country. But despite the many attempts, only in two placesAfghanistan and Chechnya were the guerrillas successful.According to Laqueur historical experience demonstrates that guerrilla movements have prevailed over incumbents only in specific conditions. Due to a constellation of factors, ranging from modern means of observation to increase in firepower. The author suggests that we may witness a combination of political warfare, propaganda, guerrilla operations and terrorism. In such cases, this could be a potent strategy for unsponsored revolutionary change. But either as social history or military strategy this work remains a crucial work of our times.

Assassinations, bombings, hijackings, diplomatic kidnappings-terrorism is the most publicized form of political violence. The history of terrorism goes back a very long time, but the very fact that there is such a history has frequently been ignored, even suppressed. This may be because terrorism has not appeared with equal intensity at all times. When terrorism reappeared in the late twentieth century after a period of relative calm, there was the tendency to regard it as a new phenomenon, without precedent. The psychological study of terrorism has never been much in fashion. But this neglect has left a number of crucial questions unanswered. Among these are why some people who share the same convictions turn to terrorism and others do not. What is terrorism's true impact on international politics? What influence might it exert in the future? A History of Terrorism completes Walter Laqueur's pioneering and authoritative study of guerrilla warfare and terrorist activity. He charts the history of political terror from nineteenth-century Europe, through the anarchists of the 1880s and 1890s, the left- and right-wing clashes during the twentieth century, and the multinational operations of Arab and other groups today. Laqueur examines the sociology of terrorism: funding, intelligence gathering, weapons and tactics, informers and countermeasures, and the crucial role of the media. He probes the "terrorist personality" and how terrorists have been depicted in literature and films. The doctrine of systematic terrorism and current interpretations of terrorism, its common patterns, motives, and aims, are unflinchingly faced and clearly explicated. Finally, Laqueur considers the effectiveness of terrorism and examines the ominous possibility of nuclear blackmail. Challenging accepted assumptions, forecasting the changes in terrorist activity that will affect tomorrow's headlines, Walter Laqueur demystifies terrorism without belittling its importance. Together with its companion volume, Guerrilla Warfare, also available from Transaction, A History of Terrorism is an essential tool for assessing and understanding this all-too-often sensationalized modern expression of extreme political action.

Walter Laqueur is one of the shrewdest and the most perceptive historians of terrorism today. Drawing on his extensive knowledge and research, he now turns his attention to modern terrorism and prophesies how it will develop in the century to come. While the destruction of the World Trade Center and the strike against the Pentagon shocked the world at large, experts on terrorism like Walter Laqueur couldn't feign complete surprise. In No End to War, Laqueur, who has devoted three decades to the study of political violence, answers the most-often raised questions about terrorism in the light of 9/11 and the still unsolved Anthrax letters. First, what constitutes terrorism? What is new about the 'new' terrorism? Why is the Muslim world the most potent breeding ground of this new terrorism? To what extent is religion itself a factor? Is there a clash of civilizations between the Muslim world and the largely Christian or post-Christian West? Is America at fault? Israel? Did European nations turn a blind eye to terrorists and their sympathizers in their midst? To what extent are poverty and oppression the causes of terrorism? What is the likelihood that terrorists will obtain weapons of mass destruction -chemical, biological, or nuclear? Why was the United States unprepared for 9/11? Why the intelligence failure? Are Islamic terrorists the only terrorists we need to fear? What about other terrorists from the right of the left, eco-terrorists or anti-globalization terrorists? And finally, what is the best defence against terrorism?

This text is a generational history of the young people whose lives were irrevocably shaped by the rise of the Nazis. Half a million Jews lived in Germany when Hitler came to power in 1933. Over the next decade, thousands would flee. Among these refugees, teens and young adults formed a remarkable generation. They were old enough to appreciate the loss of their homeland and the experience of flight, but often young and flexible enough to survive and even flourish in new environments. This generation has produced such disparate figures as Henry Kissinger and "Dr Ruth" Westheimer. Walter Laqueur has drawn on interviews, published and unpublished memoirs and his own experiences as a member of this group of refugees, to paint a vivid and moving portrait of Generation Exodus.

The History of Zionism is the definitive account of its subject and a model of historical writing. The term 'Zionism' was first coined at the end of the 19th century, but the idea long reflected the misery of Jewish existence born of oppression in central and eastern Europe, and the longing for what Jews considered to be their ancient homeland.Updated, and with a new preface, Walter Laqueur's comprehensive history begins with a discussion of the European background of Zionism since the French Revolution, covers the many decades of Zionist activities worldwide, and ends with the establishment of the state of Israel and the great turmoil that has followed in its wake. This brilliant account - critical but sympathetic - is the standard work on one of the most impassioned, embattled and controversial movements of our time.
