Evaluation has become an important instrument for rational governance and is used in an increasing number of countries and policy fields. Recent developments at the global, national and local level are changing the conditions and functions of evaluation worldwide. This book examines current global development trends and changing demands for evaluation. It addresses issues surrounding professionalisation and globalisation, examining the need to strengthen accountability for social development in various different policy fields, regions and countries to improve governance and its impacts on social betterment. It also considers issues of quality, utility and further education and the upgrading of evaluation in a broad variety of different organisations, such as multilateral donor organisations, national public administrations, private consultancies, civil-society organisations, universities, and research institutes. Nach Erscheinen des vierten Bandes fand die Rubrik "Marineoberstabsarzt Dr. Hans-Eberhard Ebberfeld" ein überraschend großes mediales Echo. Nach interessanten Gesprächen mit Ärzten und anderen Fachleuten u.a. mit der Marinesanität der Bundesmarine hat sich der Autor entschlossen, dem Thema "Medizinische Versorgung und Hygiene auf U-Booten im Zweiten Weltkrieg" in dieser Dokumentation einen größeren Rahmen zu geben.Ergebnis der Recherchen ist eine Dokumentation der sanitären Gegebenheiten und der Hygiene an Bord von deutschen U-Booten aus Sicht des Autors. Auch die medizinische Versorgung im Mikrokosmos "U-Boot" durch Bordärzte oder den als Sanitätern ausgebildeten Besatzungsmitgliedern wird eingehend betrachtet. Das Thema Motivation, physische und psychische Belastung gehört ebenfalls zu diesem Themenkreis und wird durch die Berichte von Kriegsberichter Dr. Wolfgang Frank über die 9. Feindfahrt von U-47 in seinem Buch "Prien greift an!" und von Prof. Dr.-Ing. Herbert Schneekluth am Beispiel "Feindfahrt als Fähnrich z. See auf U-509" beschrieben.

Die positive Berichterstattung über die zweite erweiterte Auflage des fünften Bandes der Dokumentation "10.357 gelebte Tage, 26.552 ungelebte Tage" motivierte Nachkommen von ehemaligen Besatzungsmitgliedern des durch seinen Angriff auf den britischen Marinehafen Scapa Flow wohl bekanntesten U-Bootes des zweiten Weltkrieges, U-47, unter dem Kommando von Kapitänleutnant Günther Prien, bislang unbekannte Fotos und Dokumente zur Veröffentlichung bereitzustellen. Dadurch konnte erstmals das interessanteste Kapitel der neueren Seekriegsgeschichte auch vor dem Hintergrund der Schicksale der Besatzungsmitglieder beschrieben und mit Fotos untermauert werden. Die sechste und die neunte Unternehmung des Bootes im Jahre 1940 werden in dieser zweiten Auflage mit unveröffentlichten Bildern des II. Wachoffiziers, Amelung von Varendorff fotografisch dokumentiert. Die Schande der Internierung der kaiserlichen Flotte im Jahre 1918 in Scapa Flow war der Grund für den BdU, Befehlshaber der U-Boote, Kommodore Karl Dönitz, den Briten kurz nach Kriegsbeginn einen schmerzhaften Stoß zu versetzen, um damit die U-Bootwaffe aufzuwerten. Das wird in diesem Buch ebenso thematisiert wie die erfolgreiche Rückkehr von U-47 und der Empfang der Besatzung in der Reichskanzlei in Berlin. PoW-Camp Papago Park in Phoenix/Arizona - In diesem Kriegsgefangenenlager saßen zeitweise bis zu 4.000 deutsche U-Bootfahrer. Unter ihnen der ehemalige I.WO von U-47, Hans Werner Kraus. Er gehörte zu den 25 U-Bootmännern, die am Heiligabend 1944 das Lager durch einen Tunnel verließen. Unter dem Synonym "Faustballtunnel" wurde die Flucht weltbekannt. Das Kapitel "The Great Desert Escape" beschreibt das trickreiche Vorgehen der internierten U-Bootbesatzungen. Aber auch der "Fememord" im Papago Park am 12.03.1944 an dem jungen Maschinenobergefreiten Werner Drechsler ist Thema in dieser Dokumentation.
