This edited volume presents case studies of the transformation of China’s public services over the past decade in China. As the country has experienced fundamental changes in its demographic, economic, social and environmental structures, demands on public services have been increasing tremendously, and have become unprecedentedly diverse. In response, innovations to provide new services, expand service recipients, adopt new technologies, engage partners, and streamline service processes have been employed widely in China to increase service efficiency, enhance quality, enlarge coverage, and improve citizen satisfaction. This book examines prominent cases of public service innovations in China, disclosing their causes, patterns, diffusion, and effects. These cases provide interesting evidence about the nature and effectiveness of public service innovations in China while highlighting to what extent these innovations can be explained by accepted theories and whether new theory building is needed. The BRICS states comprise approximately 3 billion people (~40% of the World’s population) and in terms of GDP account for 16.8 trillion dollars (~22% of the World’s economy). Over the last decade the loose coalition has evolved to become a formal partnership on both economic and political fronts. The first formal meeting of the then-four BRIC countries took place in 2006 during the United Nations General Assembly. This was followed in 2009 by the first summit of BRICS' heads of state, an event which has been convened annually ever since. On 3-5 September 2017, the ninth BRICS Summit was hosted in Xiamen, China. This book, an anthology of scholars based in BRICS countries, provides invaluable insights into the emerging global south coalition, and will be of interest to scholars, employeesof NGOs, and China watchers.

This book is a joint endeavour of the three partner universities to develop a book with in-depth and state-of-art analysis for the academic community of East Asia and the world. Past disasters, like the 2008 Great Sichuan Earthquake in China and the 2011 Great East Japan Earthquake, saw good efforts of East Asian countries in helping each other. Such a trend has been further strengthened in these countries’ recent cooperation and mutual support in their fight against Covid-19 pandemic. While China, Japan, and South Korea are geographically and culturally contiguous and hence may share some characteristics in their risk management principles and practices, there may also be many significant differences due to their different socioeconomic and political systems. The commonalities and variances in East Asia risk management systems are also reflected by their recent responses to the Covid-19 challenges. While all three countries demonstrated overall success in controlling the epidemic, the measures taken by them were different. This research will be of interest to policymakers, scholars and economists.
