The decisions that shape the policy of weapons procurement are an important area of national security policy. This is all the more true for China, which during recent decades has vacillated between different sources and directions of military build-up.This book explores the politics of military procurement in China under the successive leaderships of Deng Xiaoping, Jiang Zemin and Hu Jintao. It shows how China’s political and military leaders have sought to adjust military procurement policy to meet China's strategic objectives, to relate it to non-military needs, to strike a balance between the import of weapons and indigenous production, and to determine the connections between hardware and other components of military power. Exploring in detail five major shifts in the nation’s military procurement, it traces the considerations and negotiations among China's civilian and military leaderships. By doing so, it offers both a conceptual framework and empirical grounds for evaluating the factors that shape China's military procurement directions, as well as their limitations, prospects, and operational implications. As the first book to study comprehensively and systematically the attributes shaping China's military procurement, it will be of great interest to students and scholars of Chinese politics, Chinese history and military and strategic studies.

Advanced commercial technologies offer new opportunities for defense applications that could greatly affect military power and metrics of military advantage. This is relevant when it comes to civilian-based technological innovations found in the emerging 'fourth industrial revolution,' such as artificial intelligence, autonomous systems, 'big data,' and quantum computing. Militaries and governments around the world are increasingly focused on how and where advanced commercial technologies, innovations, and breakthroughs could potentially create new capacities for military power, advantage, and leverage. This process of exploiting civilian-based advanced technologies is referred to as 'military-civil fusion' (MCF). This book addresses MCF not only from a conceptual and practical sense but also comparatively as it explores how four different countries - the United States, China, India, and Israel - are attempting to use MCF to support national military-technological innovation. It will interest scholars, researchers, and advanced students of military, security, and technology studies, as well as analysts and policymakers in military and defense organizations.

This book examines Israel's growing interaction with Asia's sub-regions and countries since the 1990s. It shows how these interactions have increased in recent years, both at government level and for companies, entrepreneurs, academic institutions, religious groups, tourists, and NGOs. Likewise, it discusses the evolving shared interests between Israel and Asian states and demonstrates how Asian countries adopted sophisticated policies that allowed them to get closer to Israel without compromising their traditional support of the pro-Palestinian position. It also explores how Israel differentiates between different regions, circles of importance, and countries in Asia rather than sees Asia as a monolithic whole. This groundbreaking book concludes by assessing the overall state of relations at present and likely future developments.

This book examines the changing relations between the Asian part of the Middle East and the rest of the continent during the 21st century. Written by leading experts, this ground-breaking volume utilizes a comprehensive and multi-dimensional perspective to offer a novel and unique outlook on the evolving shape of East-West Asia relations and their global impact. Critically, it demonstrates that the intensification and diversification of East-West Asia relations since the 1990s have altered them from a set of separated bilateral ties into complex interregional relations. The book presents a nuanced, comparative look at Asian countries’ responses to global developments, and China’s rise in particular, and offers a new perspective on the very concept of Asia itself. It will be of interest to scholars, students, and practitioners working in the fields of International Relations, Asian Studies, and Middle Eastern Studies.
