In particular, attempts to balance the desire to achieve security with the safeguarding of human rights and other aspects of the rule of law have proved to be highly contentious.This book is unique, not only in terms of its multinational, multidisciplinary nature, but also due to its truly comprehensive approach. It reviews, and examines, the interrelationship between the four principal elements of the international rule of law framework (international human rights, humanitarian, criminal, and refugee/asylum law) within in which counter-terrorism responses should occur.It focuses primarily on some of the most pressing, emerging, and/or under-researched issues and tensions. Tomochic is a controversial and celebrated example of Mexican fiction. Tomochic is the fictional narration of the 1892 military campaign that resulted in the massacre of the small village of Tomochic, located in the Tarahumara mountains and ordered by the dictatorial regime of Porfirio Díaz. The work is narrated by an eyewitness, the then second lieutenant, Heriberto Frías, and written by him in collaboration with Joaquin Clausell, editor of the newspaper which published it in serial form between March and April of 1893. For a period after the series' publication, the author chose to maintain anonymity. It was expressly this stance which excited more public interest than any other Mexican writer of the 19th century and which eventually led to a drawn out trial to uncover the identity of the author and to implicate him. For, although it is a work of fiction, the general plot of the work, involving a confrontation between a professional army and a handful of citizens, was too similar to the actual massacre as to not be seen by Porfirio Díaz as a reprovement of himself and his regime. As a piece of literature, the novel is also admired for its incorporation of two important trends of the nineteenth century-history as literature and the war novel.

Neural network and artificial intelligence algorithrns and computing have increased not only in complexity but also in the number of applications. This in turn has posed a tremendous need for a larger computational power that conventional scalar processors may not be able to deliver efficiently. These processors are oriented towards numeric and data manipulations. Due to the neurocomputing requirements (such as non-programming and learning) and the artificial intelligence requirements (such as symbolic manipulation and knowledge representation) a different set of constraints and demands are imposed on the computer architectures/organizations for these applications. Research and development of new computer architectures and VLSI circuits for neural networks and artificial intelligence have been increased in order to meet the new performance requirements. This book presents novel approaches and trends on VLSI implementations of machines for these applications. Papers have been drawn from a number of research communities; the subjects span analog and digital VLSI design, computer design, computer architectures, neurocomputing and artificial intelligence techniques. This book has been organized into four subject areas that cover the two major categories of this book; the areas are: analog circuits for neural networks, digital implementations of neural networks, neural networks on multiprocessor systems and applications, and VLSI machines for artificial intelligence. The topics that are covered in each area are briefly introduced below.

The 34th European Marine Biology Symposium was held in Ponta Delgada, The Azores, between 13th and 17th September 1999. It was organised by the University of the Azores in association with the Municipal Museum of Funchal (Madeira), and the Plymouth Environment Research Centre (University of Plymouth, UK). The selected topics, dictated by the position of the Azores in the Atlantic Ocean, were: `Ecology and Evolution on Island Shores', `The Open Ocean', and `The Deep Ocean'. Each topic was introduced by a recognised expert of international reputation and these keynote reviews provide authoritative summaries of the current status of these very important topics in marine biology.
