This book deals with the issue of integrating science into democratic decision-making, emphasizing the need to balance the epistemic qualities of science with democratic values. The central question is not whether to rely on science, but how to do so effectively without undermining democratic principles or scientific integrity. The work criticizes the traditional Weberian division of labor, which separates the roles of scientists and the public, and argues that this division often overlooks the complexities of modern science and democratic decision-making. It highlights the challenges of maintaining both the truth-seeking function of science and the political function of democracy. In turn, the book identifies the epistemic dependence of the public on scientific experts and explores how this dependence interacts with the ideal of autonomy. A significant focus is placed on the problem of specialization in modern science. The book argues that the cognitive division of labor, while necessary for scientific advancement, creates barriers to public understanding and engagement. This specialization complicates the transmission of scientific knowledge and poses a challenge to maintaining democratic oversight and participation. Three main models of integrating science into democracy are examined: the trust model, the epistemic authority model, and the democratic authority model. While each model offers valuable insights, none of them appears to be sufficient on its own. Therefore, the author proposes a synthesized approach that incorporates trust, epistemic rigor, and democratic principles. By addressing the interrelated challenges of specialization, epistemic dependence, and democratic legitimacy, this book presents a comprehensive normative framework for integrating science into democratic decision-making.

Synthetic biology is difficult to capture, and confusion arises not only regarding which part of synthetic biology the discussion is about, but also with respect to the underlying concepts in use. This book offers a useful toolbox to approach this complex and fragmented field. It provides a biological access to the discussion using a 'layer' model that describes the connectivity of synthetic or semisynthetic organisms and cells to the realm of natural organisms derived by evolution.Instead of directly reviewing the field as a whole, firstly our book addresses the characteristic features of synthetic biology that are relevant to the societal discussion. Some of these features apply only to parts of synthetic biology, whereas others are relevant to synthetic biology as a whole. In the next step, these new features are evaluated with respect to the different areas of synthetic biology. Do we have the right words and categories to talk about these new features? In the third step, traditional concepts like “life” and “artificiality” are scrutinized with regard to their discriminatory power. This approach may help to differentiate the discussion on synthetic biology. Lastly our refined view is utilized for societal evaluation. We have investigated the public views and attitudes to synthetic biology. Recent advances in techniques and understanding in the fields of genetics, embryology and reproductive biology have opened up new ways to treat a wide range of medical problems. They range from new options for infertility treatment and pre-implantation genetic diagnosis to stem-cell-based therapies for debilitating diseases. In the light of recent discussions on the validity of scientific assumptions con- cerning the extrapolation ofharmful effects into the low-dose range the Europais- che Akademie set up a project on "Lew-Dose Exposures in the Environment their Risk Assessments and Regulatory Processes" in January 2001.Experts ofradiobi- ology, toxicology, medical epidemiology, modelling,jurisprudence, psychology and philosophy from different European countries wcre brought together to discuss cur- rent scientific developments in environmental standard setting and risk evaluation of substances and ionising radiation at very low doses in order to ensure rational, efficient, and fair decisions. This book summarises the results of the project TAMI (Technology Assessment in Europe; between Method and Impact). This was a two-year project that brought together the main institutes of technology assessment in Europe, both parliamentary and non-parliamentary. TAMI created a structured dialogue between technology assessment experts and policymakers on current methodologies and their impact on policymaking. The TAMI team explored and assessed the whole spectrum of methodologies from the "classical" to the "interactive/participatory" and "communicative," identified good practices in project implementation and set the stage for impact evaluation based on objective criteria. Finally this report offers a series of policy recommendations based on the findings of the project. Science, Society and Policy, are three areas that technology assessment functions within and works for; this book is an attempt to improve the interaction amongst them for a more socially and economically sustainable Science and Technology policy in Europe.

Biological and philosophical anthropologies of the 20th century keep emphasising the "Sonderstellung" of humans among the realm of living beings. However, it is not clear how this particular role should be characterised, how it should be reconciled with biological findings, and which theoretical and practical conclusions should be drawn from it. Partly in opposition to these anthropological views on humankind biological disciplines underline the extensive similarities and common characteristics between humans and other species. Apparently, these biological findings concur with the criticism of anthropocentrism, which is expressed in Western philosophy of nature and by ethicists. To discuss these issues the Europaische Akademie organized the conference "The Uniqueness of Humankind �Uber die Sonderstellung des Menschen". The proceedings of the conference documented in this volume approached the theoretical and practical concept of the "Sonderstellung" against the background of present day knowledge in biosciences. Furthermore, by interdisciplinary efforts, an attempt was made to clarify those conceptual problems that arise with the idea of the uniqueness of humankind.The present volume partly takes up and further develops topics that have been raised by volume 15, On Human Nature, that was published in this series in 2002.

‘Enabling Social Europe’ examines how the paradigm of the ‘enabling welfare state’ might offer a new perspective for European social policy in the decades to come. Since nanotechnology is considered a key for the 21st century, its promises have been assessed by various scientific communities. By meeting at the nanoscale, various disciplines, from physics via chemistry to biology, from engineering to medicine, contribute synergetically to the newly created knowledge base and the resulting technological advances. Considering that large societal sectors will be impacted, the unique aspect of this two-year study was to assess nanotechnology from various interrelated perspectives: scientific progress, industrial relevance, economic potential, educational needs, potential adverse health effects, and philosophical aspects. The goal of this study was to derive integrated recommendations which consider the large range of societal implications reflecting the different views in an integrative manner. The study attempts to link previously isolated statements, bundling the various concepts and giving unified recommendations to decision makers in relevant society sectors such as politics, economy and research. Special attention was given to the European situation with respect to commercial consequences, an aspect that has not yet received the attention it deserves so far.

Disparate perceptions and conceptual frameworks of environment and the relationship between humans and nature often lead to confusion, constraints on co-operation and collaboration and even conflict when society tries to deal with today’s urgent and complex environment research and policy challenges. Such disparities in perception and "world view" are driven by many factors. They include differences in culture, religion, ethical frameworks, scientific methodologies and approaches, disciplines, political, social and philosophical traditions, life styles and consumption patterns as well as alternative economic paradigms. Distribution of poverty or wealth between north and south may thus be seen as consequence of the above mentioned disparities, which is a challenge for it’s universal reasoned evaluation. This volume discusses a wide range of factors influencing "Environment across Cultures" with a view to identifying ways and means to better understand, reflect and manage such disparities within future global environmental research and policy agendas for bridging the gap between ecology and economy as well as between societies. The book is based upon the results of a scientific symposium on this topic and covers the following sections: Cross Cultural Perception of Environment; Ethics and Nature; Environment, Sustainability and Society. Corresponding contributions were made by well-known scientific authors representing different cultural spheres in accordance with the inter-cultural approach of this effort.
